Harney Lane D.S. Page 3 of 4 <br /> 39-AA-03 <br /> 17691 - Removal <br /> Fifteen to twenty barrels of waste oil were stored south west of <br /> the site gatehouse (Slides 27, 28) . CAC Section 66508 limits the <br /> on-site storage time of waste oil to 90 days without hazardous <br /> waste facility permit. Don Cox, Site Foreman, stated that <br /> arrangements had been made to remove the oil. The next inspector <br /> needs to verify that the oil has been removed. <br /> 17704 - Leachate Control 'k <br /> I did not observe any surface leachate on site. Groundwater has <br /> been tested in the past at off-site wells on neighboring <br /> property. However, these wells do not meet Calderon or Subchapter <br /> 15 requirements. Four new on-site wells have been contracted to <br /> be drilled by July 1, 1987. Monitoring of the new wells will <br /> begin shortly after their construction. The next inspector needs <br /> to verify new well construction and review subsequent monitoring <br /> results before determining compliance with this section. <br /> 17705 - Gas Control <br /> On-site structures included an office/maintenance shop, a small <br /> storage shed, a gatehouse, and a new scale house. Three bar <br /> holes were driven near the office/maintenance shop and tested for <br /> methane gas with a Model NP-204 Gas Tech. Gas was detected at <br /> 5%, 5%, and 4% by volume of air. Gas was also detected at 5% in <br /> a bar hole constructed near the small storage shed. The next <br /> inspector needs to check on-site structures for methane gas with <br /> the OVA. A determination on site compliance with this standard <br /> is deferred pending the results of these tests. <br /> A migrant housing project has been constructed just outside the <br /> west perimeter. The houses were designed to circumvent methane <br /> gas accumulation. Their foundations consists of a gravel bed <br /> topped with plastic liner and concrete flooring. Vents lead from <br /> the gravel beds to the roof tops. Methane was detected along <br /> this perimeter by a private contractor in September, 1984. <br /> However, the first inspector detected none on 10/26/86. 1 <br /> constructed seven bar holes along the perimeter on 3/18/87 and <br /> detected gas in three holes (4%, 4%, and 2%) . <br /> A site Solid Waste Assessment Test (SWAT) for methane gas is due <br /> to the San Joaquin County APCD by July 1, 1987. A contract has <br /> been signed with Emcon and Associates to install gas monitoring <br /> probes along this perimeter and test for gas. The next inspector <br /> needs to verify probe construction and subsequent test results. <br /> Property within a 1,000 feet of the north and south, site <br />
