Assuming <br /> 5% increase in waste, about 296,000 CY of waste will be <br /> delivered for the coming winter season. A new compaction <br /> factor of 0.25 has been computed for the site, based on volume <br /> of the site used from September 1925 until March 1987. This <br /> yields the 1003,000 CY of space consumed which is assumed for <br /> this plan. <br /> DRAINAGE <br /> Drainage for the site will be provided by the construction of <br /> perimeter ditches to a detention basin which will be pumped to <br /> South Paddy Creek according to the Closure Plan. During summer <br /> and -Fall months of 1987, C.M.P. down drains will be constructed <br /> at Stations 16N, 20N, 24N and 29 North . These downdrains and <br /> the drainage ditch will drain winter fill areas and all areas <br /> of the site at final grade. <br /> Scattered small ponding areas due to settlement of the top of <br /> the landfill without 3% slopes will be pumped dry using <br /> portable pump . The pump will move the water to areas graded to <br /> drain on to the edge of the landfill which empties to the final <br /> closure ditch . <br /> ACCESS ROAD AND UNLOADING PADS <br /> In preparation for winter disposal operations for 1987-88 a neva <br /> pad will be constructed . This pad will be built on solid waste <br /> overlain by foundation soil and gravel which will be oiled . <br /> The pad will be elevated over surrounding areas and graded to <br /> drain. <br /> The existing pad (Area 2) will be filled in December by <br /> commercial customers and the neva pad will be used ; by both <br /> public and commercial customers during the winter- months. <br />
