(k) If leachate generation is anticipated, describe the method <br /> and frequency of monitoring, collection, treatment, and <br /> necessary disposal . <br /> ( 1 ) Description of the location and type of monitoring wells <br /> which have been determined necessary to ascertain <br /> groundwater quality. Include the monitoring frequency. <br /> (m) Description of the system proposed to provide for venting <br /> control , monitoring, and possible use of landfill <br /> decomposition gases. Include the monitoring frequency. <br /> (n) If known, describe the end uses of the site including the <br /> time frame for implementation of such use. <br /> (o ) Resume of company( s ) responsible for monitoring and <br /> maintenance. Provide emergency contact. <br /> (p) Compilation of the conditions, criteria, and requirements <br /> established by the various approval agencies having <br /> jurisdiction over the disposal site. Identify zoning of all <br /> adjacent parcels and whether the site or adjacent parcels <br /> are within an Agricultural Preserve. <br /> Applicable Sections of Title 14, CAC Concerning Closure <br /> Requirements <br /> Section 17627 - Ultimate use of site: A site design is required <br /> to show the proposed ultimate use of the site. <br /> Section 17679 - Final site face: This section requires slopes <br /> not steeper than a horizontal to vertical ratio of one and three <br /> quarters to one (1 3/4:1) . The enforcement agency may require <br /> flatter slopes or benches where necessary for successful <br /> establishment of ground cover or for erosion control. Waivers of <br /> maximum slope may be granted by the California Waste Management <br /> Board (CWMB) upon submittal of adequate justification and the <br /> concurrence of the enforcement agency. (Note: CAC, Title 23 , <br /> Chapter 3, Subchapter 15 , Discharges of Waste to Land also <br /> regulates final slopes. ) <br /> Section 17685 - Final cover : A minimum thickness of two feet of <br /> compacted cover material is required over the entire surface of <br /> the final lift of the fill . The time period allowed for final <br /> cover after placement of the final lift shall be as approved by <br /> the enforcement agency, but in no event shall exceed 15 months. <br /> The enforcement agency may require additional depth depending <br /> upon the future refuse of the site. (Note: Subchapter 15 <br /> imposes more stringent requirements. ) <br /> Section 17705 - Gas Control : This section requires monitoring <br /> for presence and movement of gases, when there is cause to <br /> believe a hazard or nuisance may be created. This section also <br /> requires construction of a gas control system when monitoring <br /> indicates methane gas movement away from the site. <br /> 4 <br />
