The program requires (1) refuse <br /> monitoring, (2) surface water monitoring, and (3) groundwater <br /> monitoring. However, due to the large capacity of the <br /> basin and the storage space available beneath the discharge pump <br /> level for siltation, the automatic sensing pumps did not <br /> discharge landfill storm water to South Paddy Creek during the <br /> second quarter sampling period. Also, no water ran in South <br /> Paddy Creek for long enough to allow samples to be taken. The <br />
