s <br /> r <br /> Harney Lane Disposal Site <br /> Page No. 2 <br /> Photo documentation mentioned in this report is available from the <br /> Board upon written request . <br /> The facility was found in compliance with all other applicable <br /> standards. This initial state inspection report not only describes <br /> violations, but also outlines why the facility was found in <br /> compliance with the remaining applicable standards. State <br /> inspection reports resulting from any follow-up state inspections <br /> generated during this evaluation cycle will only address violations <br /> and areas of concern. <br /> VIOLATIONS <br /> PERMIT VIOLATION <br /> The following violation was noted during the inspection: <br /> PRC 44004(a) - Permit <br /> This section, PRC 44004 (a) , requires that no operator of a solid <br /> waste facility shall make a significant change in design or <br /> operation of any solid waste facility except in conformance with <br /> the terms and conditions in the solid waste facilities permit <br /> (SWFP) . The permit, dated February 23 , 1978, states that the <br /> permitted daily capacity is 1400 cubic yards per day (cu yds/d) . <br /> This facility is currently receiving from a low average of 1600 cu <br /> yds/d (December 1989) to a high average of 2249 cu yds/d (August <br /> 1989 ) . This major change in operation, which is ongoing and not <br /> proposed, does not conform to the governing SWFP. Thus, this <br /> facility has been, and continues to be, operating outside of the <br /> terms and conditions of the current governing SWFP. To achieve <br /> compliance with the terms and conditions of the SWFP, the site <br /> operators must either scale back operations or have a revised SWFP <br /> issued by the LEA and concurred with by the Board. <br /> CALIFORNIA CODE OF REGULATIONS (CCR) VIOLATIONS <br /> The following violations of Title 14 , California Code of <br /> Regulations (CCR) State Minimum Standards were documented during <br /> the inspection: <br /> 17616 - Report of Disposal Site Information <br /> Current site operations were not fully described in the Report of <br /> Disposal Site Information (RDSI ) last updated in 1978 . Title 14 <br /> CCR 17616 requires the operator to maintain a current RDSI that <br /> a to Management Specialist <br />
