Areas needing <br /> updating include but are not limited to the following: <br /> Hours of operation, salvaging, types of waste received, <br /> amount of waste received, clear title of owner, acreage, <br /> closure date, description of location and type of groundwater <br /> monitoring wells, future use of the site, and types of <br /> equipment. <br /> 17682 - Cover <br /> The working face was not properly covered at the end of the <br /> operating day. Final cover on the working face was missing on the <br /> western side toward the access road. The area of exposed -waste was <br /> 307 feet long and varied in width from 15 to 30 feet as measured by <br /> a hip chain (see slides I-1 through I-6 and map) . The operator <br /> must cover at the end of the operating day with six inches of <br /> compacted cover . <br /> 17705 - Gas Control <br /> Title 14 CCR 17705 requires that if monitoring indicates methane <br /> gas movement away from the site, the owner shall construct a gas <br /> control system. This facility has a history of high levels of gas <br /> at the property boundary. <br /> The Air Quality Solid Waste Assessment Test (Air SWAT) Report by <br /> EMCON Associates, dated September 1988, states that on November 11, <br /> 1987, gas migration probes were tested with these results : P-1 ( 52 <br /> percent by volume) , P-2 ( 22 percent by volume) , P-4 ( 28 percent by <br /> volume) . These probes border the farm labor camp on two sides ( see <br /> map) . <br /> Board staff used a bar hole punch, a gas meter and an Organic Vapor <br /> Analyzer (OVA) on the day of the inspection. A methane gas level <br /> of five percent by volume in air was found at the western property <br /> boundary next to the farm labor camp. Nineteen percent by volume <br /> in air was found in the west gas monitoring probe near the property <br /> boundary of the farm labor camp (probe p-2 in Air SWAT report ) . <br /> Methane gas was not detected in the scale house or facility office <br /> (see map) . <br /> A level of five percent methane by volume in air at the property <br /> boundary is a violation of 14 CCR 17705. <br /> 17710 - Grading <br /> Several areas of this site were not graded to promote lateral <br /> runoff of precipitation and to prevent ponding.
