Page 2 <br /> 35500'vVelty Road, Vernalis,CA <br /> Report-Preliminary Environmental Site Assessment <br /> Project No.248.2 <br /> February b, 1995 <br /> The Preliminary Phase II ESA was designed to evaluate the presence or <br /> absence of petroleum contamination from past land use, and specificaily the <br /> nearby pipe line. The initial scope of work was to drill four boreholes to <br /> groundwater and to collect and test soil samples. The procedures, protocol <br /> and methods of the subsurface investigation were proposed in the January 3, <br /> 1995 Work Plan- Phase II Environmental Site Assessment prepared by <br /> Geological Technics Inc. The work plan and soil boring permit were <br /> approved by Mr. Harlin Knoll of the SJCPHSEHD on January 6, 1995 (attached <br /> in Appendix D). <br /> 2.0 SUMMARY OF PHASE I ESA <br /> The Phase I investigation was composed of four parts: <br /> • A records review of relevant information concerning the Property and <br /> potential off-Property sources of contamination. <br /> • An aerial photograph review to review past land usage of the Property. <br /> • Site reconnaissance to delineate areas for future borehole installation and <br /> uncover subsurface structural information using a metal detector. <br /> ■ Interviews with persons who might offer information on past/present <br /> land usage of the Property and adjacent sites. All written and pictorial <br /> information of relevance to the investigation is included in Appendix E. <br /> 2.1 Records Review <br /> A records review was performed at the San Joaquin County Public Health <br /> Services, Environmental Health Division (SJCPHSEHD) on January 4, 1995 <br /> for properties in San Joaquin County. On the same day a visit was made to <br /> the San Joaquin County Assessors office in Stockton with permission from <br /> the 35500 Welty Road property owner to review Assessors files. Finally, the <br /> Stanislaus County Department of Environmental Resources (SCDER) was <br /> contacted on January 3, 1995 for the purpose of reviewing files on adjacent <br /> properties in Stanislaus County. According to the SCDER, however, there <br /> were no files with information regarding these adjacent properties. The <br /> following is a summary of the records review from the first two sources. <br /> • The files at the SJCPHSEHD identified only one property listed in the file <br /> review request form; the Western Farm Supply property located at 35100 <br /> Highway 33. The file detailed a site investigation by Woodward/Clyde <br />
