Page 3 <br /> 35500 Welty Road, Vernalis,CA <br /> Report-Preliminary Environmental Site Assessment <br /> Project No.248.2 <br /> February 6, 1995 <br /> Consultants on February 22, 1991. This report mainly discussed extensive <br /> soils testing of the property to delineate areas where pesticide and fertilizer <br /> were spilled on the property. These spills, according to the report, were <br /> limited to the surface and shallow subsurface of the site. Groundwater <br /> was reported at approximately 25 feet with a gradient to the northeast. In <br /> addition, some UST's were removed from the site under the direction cf <br /> SJCPHSEHD. These UST's had leaked small amounts of hydrocarbons, but <br /> this has been mitigated and the tanks closed as of 1989. <br /> ■ The San Joaquin County Assessors office maintains a fairly detailed chain <br /> of title with regard the Welty Road Property. In addition, records of <br /> improvements made to the Property were also contained here. Most of <br /> the records from the Assessors office were provided by Homer J. Olsen, <br /> Inc. prior to the start of work at the Vernalis site. According to these <br /> records some of the lands past uses were: <br /> A) Prior to 1935 the Property was owned by Standard Oil of California which <br /> used it as a pumping station. <br /> B) The Property was then sold to A. R. Rennie who then subsequently sold <br /> easement rights to the Pacific Gas and Electric Company for the <br /> establishment of a natural gas pipeline along southern and western <br /> portions of the Property (it is unknown if the pipeline now exists or has <br /> ever existed). <br /> C) In 1947 ownership was transferred to the El Solyo Ranch Company who <br /> established a work camp that-later burned down in 1951. <br /> 2.2 Aerial Photograph Review <br /> An aerial photograph review was completed on January 4, 1995 at the San <br /> Joaquin County Engineering & Surveying Offices located at 1810 E. Hazelton <br /> in Stockton. Two maps, one from 1937 and one from 1952 were obtained (See <br /> Appendix E). The following is a summary of the aerial photograph review. <br /> + The 1937 map shows that on the Property, there are several structures. <br /> The Property was incorporated into a larger parcel to the south and east. <br /> There are several small uniform structures running parallel to Welty <br /> Road. To the east of the southernmost of these small buildings are five or <br /> six large cylindrical product storage tanks (presently the Enviropur-West <br /> property). To the north of the tank area are several small buildings and <br /> one fairly large rectangular building which could presumably be the <br /> former pumping station. The remaining land around the Property, with <br /> the exception of the northeastern and southwestern corner of the Welty <br />
