Geological Technics Inc. Page 3
35500 Welty Road, Vernalis,CA
Report-Preliminary Environmental Site Assessment
Project No.248.2
February 6, 1995
Consultants on February 22, 1991. This report mainly discussed extensive
soils testing of the property to delineate areas where pesticide and fertilizer
were spilled on the property. These spills, according to the report, were
limited to the surface and shallow subsurface of the site. Groundwater
was reported at approximately 25 feet with a gradient to the northeast. In
addition, some UST's were removed from the site under the direction cf
SJCPHSEHD. These UST's had leaked small amounts of hydrocarbons, but
this has been mitigated and the tanks closed as of 1989.
■ The San Joaquin County Assessors office maintains a fairly detailed chain
of title with regard the Welty Road Property. In addition, records of
improvements made to the Property were also contained here. Most of
the records from the Assessors office were provided by Homer J. Olsen,
Inc. prior to the start of work at the Vernalis site. According to these
records some of the lands past uses were:
A) Prior to 1935 the Property was owned by Standard Oil of California which
used it as a pumping station.
B) The Property was then sold to A. R. Rennie who then subsequently sold
easement rights to the Pacific Gas and Electric Company for the
establishment of a natural gas pipeline along southern and western
portions of the Property (it is unknown if the pipeline now exists or has
ever existed).
C) In 1947 ownership was transferred to the El Solyo Ranch Company who
established a work camp that-later burned down in 1951.
2.2 Aerial Photograph Review
An aerial photograph review was completed on January 4, 1995 at the San
Joaquin County Engineering & Surveying Offices located at 1810 E. Hazelton
in Stockton. Two maps, one from 1937 and one from 1952 were obtained (See
Appendix E). The following is a summary of the aerial photograph review.
+ The 1937 map shows that on the Property, there are several structures.
The Property was incorporated into a larger parcel to the south and east.
There are several small uniform structures running parallel to Welty
Road. To the east of the southernmost of these small buildings are five or
six large cylindrical product storage tanks (presently the Enviropur-West
property). To the north of the tank area are several small buildings and
one fairly large rectangular building which could presumably be the
former pumping station. The remaining land around the Property, with
the exception of the northeastern and southwestern corner of the Welty
