2012 TIDEWATER STOCKTON WORK PLAN FOR SEPARATE PHASE HYDROCARBON REMOVAL
AT THE WATERFRONT TOWERS PARKING LOT
____________________________________________________________________________
8
4.0 Operation and Maintenance
The remediation system will be operated on seven days a week until cleanup goals are
achieved or until such a time as the remediation effort is shown to no longer be technically or
economically feasible. Throughout the life of the system, its operation will be monitored by an
experienced technician and overseen by a California Professional Engineer. A minimum of one
site visit per month will be conducted during active operation to maintain system optimization.
4.1 Data Collection
At least once a month (and weekly during first two months of system operation) various data will
be collected to evaluate the system’s efficiency and effectiveness; the date of inspection,
compressor blower hourmeter reading, utility meter reading, air flow, pressure, percentage
uptime, cycle time, product tank reading, passive skimmer recovery volumes, depth to water of
nearby adjacent wells, skimmer placement depth, and details of any maintenance activities
performed will be recorded. In addition, an interface probe will be used within the product tank to
gauge whether a water leg is present beneath the recovered product. If water is present, the
active skimmer will be inspected and the skimmer placement depth will be adjusted. Quarterly,
the skimmer in well MW-50 will be removed to gauge depth to water, depth to product, and to
perform maintenance and inspection. The quantity of product collected in the product tank will
be read by an ultrasonic level reader installed inside the product recovery tank. Routine manual
product level observations will be used to verify correct operation of the ultrasonic level reader.
These data will be documented on field data sheets.
In addition to above mentioned data collection, depth to water, depth to product, product
thickness, and volume of product recovered from each of the wells will also be collected and
noted on the field notes. The aforementioned data components collectively provide insight as to
the operational efficiency of the product recovery remediation system and assists in optimization
of the system on a continuous basis.
4.2 Operation and Maintenance Schedule
The operation and maintenance activities shall comply with the following schedule:
Operation and Maintenance Activity Timeline (pending regulatory approval)
System start-up In coordination with Construction Activity 9
(see Section 5.0)
Continuous operation In coordination with Construction Activity 9
(see Section 5.0)
Site visits to obtain operational measurements
and perform maintenance activities
Weekly first two months and thereafter at least
once a month
Product removal from the product recovery
tank
Monthly, or as needed
