2012 TIDEWATER STOCKTON WORK PLAN FOR SEPARATE PHASE HYDROCARBON REMOVAL <br />AT THE WATERFRONT TOWERS PARKING LOT <br />____________________________________________________________________________ <br />9 <br />4.3 Shutdown Criteria <br />The product recovery system shall remain in operation until the system has removed, to the <br />extent feasible, product in groundwater beneath the Waterfront Towers parking lot. When <br />product thickness significantly decreases in well MW-50 to the technical limitations of the active <br />product recovery system (less than 3 inches), it may be practical to cease active product <br />removal in favor of using a passive skimmer in that well. Shutdown criteria for ceasing product <br />removal (passive or active) beneath the Waterfront Towers parking lot shall be defined by the <br />following: <br />Product thickness has been reduced to less than 3 inches in well MW-50, where an <br />active skimmer will be installed. At this time a passive skimmer may be used. <br />Product thickness has been reduced to sheen (less than 0.1 inch) for 2 consecutive <br />quarters (6 months) in wells with passive skimmers installed. At this time “shutdown” of <br />the product removal activities will be achieved. <br />Once shutdown criteria is met, recommendations for rebound monitoring and the path forward <br />approach for the site will be discussed with the CRWQCB.
