Health and Safety Plan, Subsurface Investigation <br />Potential New Court Site, Stockton, California <br /> <br />3.0 SITE INFORMATION AND PLANNED WORK ACTIVITIES <br />Earth Tech will conduct environmental services at the work site. Work will be performed in accordance <br />with the Proposal for Subsurface Investigation developed for the JCC/AOC RFP 208, for the Potential <br />New Court Site property in Stockton, California. <br />The following is a summary of relevant data concerning the site, and a description of work activities to <br />be performed. <br /> <br />3.1 Site Information <br />This section provides a general description and historical information associated with the site. <br />3.1.1 General Description <br />Site 1; New Stockton Courthouse, Hunter Square, Stockton, California; and; Site 2; Stockton Future <br />Courthouse Alternate Site, Stockton, California, a vacant, 4.1- acre, area bounded by Washington, <br />Lincoln, Market and Madison Streets in the City of Stockton. <br />3.1.2 Site Background/History <br />Site 1: Hunter Square. <br />The site is presently owned by the City of Stockton. See attached for the City of Stockton Encroachment <br />Permit. <br />The elevation of the Site is approximately 15 feet above mean sea level (amsl) and fluctuates in elevation <br />within a one-mile radius from 18 to 14 feet amsl traversing north to south, and from 0 to 22 feet amsl <br />traversing west to east. The Site is located in the approximate center of downtown Stockton, approximately <br />three blocks north of State Highway 4. <br />The Site has been a parking lot since 1963, and a decorative fountain was added around 1970. At present, <br />the Site is 50% asphalt paved, and 50% decorative fountain and grass landscape. <br />The Mormon Slough flows east to west approximately seven blocks south of the Site, and into the Stockton <br />Deep Water Channel. Storm water and surface water discharges by sheet flow to street gutter storm <br />drains and to storm drains in paved parking lots, and matriculates directly into those landscaped portions <br />of the Site. <br />Project 104290.19.01 8 January 2009
