Health and Safety Plan, Subsurface Investigation <br />Potential New Court Site, Stockton, California <br />Groundwater flows in a westerly direction. Shallow groundwater beneath the site is found between six feet <br />and 14 feet below ground surface. <br />There are existing LUST cases that might be impacting the shallow groundwater beneath the Site. They <br />are Weber Block located at Weber Avenue and El Dorado Street, Motor Pool and San Joaquin County <br />Support Services located at 222 E. Weber Avenue, and San Joaquin County Motor Pool located at 130 N. <br />Hunter Street. <br />Site 2: Area bounded by Washington, Lincoln, Market and Madison Streets. <br />The site is owned by the City of Stockton Redevelopment Agency and is signified by vacant and <br />undeveloped land. The site has been in its present condition since 1987. See attached for the City of <br />Stockton Redevelopment Agency Right of Entry permission. <br />The elevation of the Site is approximately 13 feet above mean sea level (amsD and increases in elevation <br />within a one-mile radius from 7 to 18 feet amsl traversing west to east, and decreases in elevation within a <br />one-mile radius from 15 to 11 feet amsl traversing north to south. The Site is located west of the downtown <br />business district in an area of office, commercial, light industrial, residential, educational, and recreational <br />uses. The Site parallels State Highway 4 one block to the south. <br />The Site is approximately in the yoke of the confluence of the Stockton Deep Water Channel which runs <br />east to west approximately three blocks north of the Site and the Mormon Slough which runs southeast to <br />northwest approximately three blocks south of the Site and due north approximately 1/2 block west of the <br />Site. <br />Storm water and surface water discharges by sheet flow to street gutter storm drains, and matriculates <br />directly into those undeveloped portions of the Site. <br />The shallow aquifer groundwater flow direction at the Site is away from the Stockton Deep Water Channel <br />and away from the Mormon Slough. The local groundwater system is being recharged from surface water <br />within the channel and slough. The shallow groundwater beneath the site is found greater than 6 feet below <br />ground surface. <br />In August 2001 a subsurface investigation of the area bounded by Market Street, Van Buren Street, <br />Washington Street, and Lincoln Street concluded that groundwater beneath this area exhibited a lead <br />concentration at 210 micrograms per liter (ug/L). Additionally, there may be LUST cases that might be <br />impacting the water channels surrounding the site, and consequently the shallow groundwater beneath <br />the site. <br />3.1.3 Site Analytical Data <br />There is no site analytical data. <br />Project 104290.19.01 9 January 2009
