Health and Safety Plan, Subsurface Investigation <br />Potential New Court Site, Stockton, California <br />3.2 Scope of Work <br />Earth Tech will evaluate current conditions at the site. Work activities will consist of: <br />Geophysical Clearance — Underground Service Alert will be notified prior to field activities at <br />least two work days prior to intrusive operations. An Earth Tech representative will be in <br />telephone contact with the various utility locating crews prior to mobilization. <br />Subsurface Soil Sampling — Direct Push Drilling — Using direct push technology, soil samples <br />will be collected at selected depth intervals. Direct push involves the insertion of metal "push <br />rods" into the soil by the use of a hydraulic ram assembly. As depths increase additional rods can <br />be added to provide a continuous run. At the conclusion of direct push sampling procedure the <br />push rods are withdrawn, and the hole and is sealed using grout. Direct push "drilling" produces <br />little to no spoils, regardless of the depths obtained (soil is compressed to the sides of the hole <br />rather than removed along an auger). For this reason, direct push techniques present little <br />potential for the airborne release of contaminants as the rods are advanced or withdrawn. <br />Earth Tech will advance 12 soil boreholes to a depth of 10 feet bgs. Select soil samples will be collected <br />from each boring and submitted to a designated laboratory for analyses. Soil samples will be screened <br />continuously using a photoionization detector (PID). <br />Groundwater Sampling — Direct Push Drilling — Groundwater grab samples may be collected <br />from selected soil borings using either small-diameter bailers or a peristaltic pump. Grab <br />samples may be collected from within the annular space of the soil sampling rods or collected <br />from open boreholes or from temporary well casings installed in the borings. The groundwater <br />grab samples will be labeled, placed in an insulated container cooled with ice, and transported <br />under chain-of-custody documentation to a California-certified laboratory. <br />Borehole Abandonment — Upon completion of the site characterization activities, each borehole <br />will be tremie grouted with cement/bentonite slurry. <br />The following additional tasks will also be performed as necessary in support of the investigation efforts: <br />Equipment Decontamination - Earth Tech and subcontractor personnel will perform <br />decontamination of vehicles and equipment used to perform work within controlled work areas. <br />Investigation-Derived Waste (IDW) Management - IDW will be collected and categorized as <br />non-hazardous or hazardous. Potentially hazardous IDW (decontamination fluids, etc.) will be <br />tested, segregated and disposed of within 90 calendar days of completing the field activities. <br />Non-hazardous IDW (normal trash) will be disposed of in a timely fashion following fieldwork. <br />If there are no PM "hits", the soil cuttings will be either spread out at the ground surface <br />at each borehole location or disposed as Class III waste. <br />Project 104290.19.01 10 January 2009
