Air Sparging Pilot Test Related Activities Report and Remedial Action Work Plan
Former Countryside Market, Stockton, California April 30, 2015
All soil cuttings, well development groundwater, and decontamination water generated during
drilling and well installation will be contained and stored in U.N.-approved, 55-gallon drums for
appropriate disposal via a licensed waste contractor.
6.3.1 Soil Vapor Extraction Piping
SGI will install 2-inch diameter schedule-40 PVC to the proposed SVE well locations. The SVE
wells will be connected to a manifold within an equipment compound where they will be connected
to an extraction and treatment system. The preliminary design specifications for the proposed
system are as follows:
Above-grade SVE conveyance piping from wellheads to a central manifold in an equipment
compound;
20 horsepower vapor extraction blower with approximate 200 scfm flow capacity;
Vacuum rated knock-out tank with automated level controls, and transfer pump;
Vacuum—relief valve;
Three 3,000-pound vapor-phase granular activated carbon (GAO) vessels in-series; and
Alarms/shutdowns/auto-dialers/controls.
6.4 Permitting
Prior to the installation of the AS/SVE treatment system, an Authority to Construct/Permit to
Operate (ATC/PTO) permit will be acquired from the San Joaquin Valley Air Pollution Control
District (SJV-APCD). In addition, building, fire, electrical, and mechanical permits will be obtained
from the City of Stockton or San Joaquin County, as needed.
6.5 Health and Safety Activities
Field activities will be completed with safety as a primary concern. The existing Site-specific Health
and Safety Plan (HASP) will be updated to include the proposed Site activities in accordance with
OSHA regulations 29 CFR 1910.120. The HASP will be prepared to cover proposed Site activities,
including but not limited to remediation system construction, and operations and maintenance. SGI
personnel, as well as all other on-Site subcontractors and regulatory personnel, will be required to
familiarize themselves with and sign the HASP, observe the HASP-specified protocols, and identify
and minimize potential safety hazards.
6.6 System Startup
The proposed AS/SVE system will operate in accordance with the applicable permits and the
HASP. Continuous operation of the AS/SVE system (24 hours a day, 7 days a week) is planned.
Sparging/extraction may be temporarily discontinued at one or more wells to optimize system
performance (e.g., minimize stagnation zones between wells).
6-4 The Source Group, Inc.
