W.D.O., Inc. (Mr Dave Olmstead) engaged Valley AG Research of Turlock, California to <br />perform a "Nitrate Loading Study" for the Castello & Linne Estates. (copy attached as <br />Section 2 of this report) The study was completed in November, 1999. The study was <br />reviewed by the San Joaquin Department of Environmental Health and a determination <br />was made by the Department that a wastewater treatment plant capable of reducing total <br />nitrogen down to a concentration level that would not impact the ground water, would be <br />required for this project. <br />Environmental Assessments: (CEQA) <br />In April, 1999 a "Negative Declaration" was filed for the project. The filing included the <br />potential usage of septic tanks and leach fields with the condition that a soil suitability <br />and nitrate loading study be performed to assess their suitability. As indicated in the <br />previous paragraph of this report, a treatment plant is necessary. On May 17, 1999 the <br />State Clearinghouse forwarded a letter to the San Joaquin County Community <br />Development Department stating there were "no comments" to the project as submitted. <br />Copies of the State Clearinghouse Letter, Filing Documents and Planning Commission <br />Meeting Minutes pertaining to this project are included in Section VI of this report. <br />Proposed Wastewater Treatment and Disposal Systems: <br />W..D.O., Inc. has contracted with 7-H Technical Services Group, Inc., of Grass Valley, <br />California to Design, Construct and Operate the complete Wastewater Treatment and <br />Disposal Systems. 7-H is a design, construct and operate firm with several decades of <br />experience in the Wastewater Field. They are designers, manufacturers of their own <br />treatment plants, Class "A" General Engineering Contractors and State of California <br />Contract Operators Licensed by the State Water Resources Control Board. <br />Upon review of all the data on the project, including the Nitrate Loading Study of <br />November, 1999, Soil Borings taken in 1988, and the proposed project layout, 7-H has <br />determined that the best wastewater treatment and disposal system combination for the <br />Castello Project would be 7-H's Bio-Pure TM Treatment System with sub-surface
