building, coupled with the building having a carbon absorption air filter exhaust system, <br />the potential for escaping odors, should they be present, are non-existent. <br />Wastewater Treatment and Disposal Systems Jurisdiction: <br />. The San Joaquin County Department of Public Works will have ultimate <br />ownership and operation jurisdiction of the wastewater treatment plant facilities. Upon <br />final map recordation, the site for the wastewater treatment plant will be a lettered lot <br />dedicated in fee to the County. The area for the sub-surface irrigation/disposal will be an <br />easement across the effected lots. <br />Operation of Wastewater Treatment and Irriaation/Disposal Facilities: <br />7-H Technical Services Group, Inc., the designers and builders of the wastewater systems <br />for the Castello Project will enter into a long term (10 year minimum with renewable <br />clauses) contract with the San Joaquin County Department of Public Works for the <br />complete operation and maintenance of the facilities. 7-H Technical Services Group, Inc. <br />is licensed by the State Water Resources Control Board as a California Contract <br />Operator, License #034. 7-H's founders have over four (4) decades of experience in the <br />Operation and Maintenance of Wastewater Facilities of various size and complexity. <br />The key to "fail safe" operation of the Castello Wastewater Facilities is 7-H's TC2K <br />Computerized Control and Monitoring System which will be installed. This state of the <br />art operation/control package monitors all critical functions of the facilities. The <br />functions monitored are both physical and biological, from minute by minute waste flow <br />volumes to oxidation reduction potential (ORP) for nitrification/de-nitrification. The <br />system also monitors and controls the entire sub-surface irrigation/disposal system by <br />reading moisture sensor probes and transferring water between the various emitter zones <br />to preclude soil saturation. All of the control monitoring data is read in "real time" by 7- <br />H's Operation Staff. Alarm points, should they occur, are transmitted immediately to 7- <br />H's local assigned operator for the Castello Project. This assures quick response to a <br />problem. <br />A sample Operation and Maintenance Contract is included as Section V of this report. <br />8
