The facility uses Alodine 1200S Aero solution to coat airplane propellers by immersion in a <br /> 20 gallon container. According to the Technical Process Bulletin,this solution has a pH between 1.3-1.8 and <br /> contains chromic acid in excess of 1000 pm when prepared by diluting with water, as recommended. 6.3 pounds of <br /> powder is diluted to 100 gallons with water for immersion operations. Nitric acid is used to adjust the pH. Alodine <br /> 1200S Aero powder contains chromium(VI)oxide (50%), potassium tetrafluoroborate(25%), tripotassium <br /> hexacyanoferrate(15%), sodium fluoride(7.5%), and dipotassium hexafluorozirconate(7.5%). Mike Belmont stated <br /> that spent alodine solution is heated to dispose of the liquid by evaporation. He stated that no residue remains in <br /> the container after evaporation. <br /> A permit to operate this hazardous waste treatment system has not been issued by the San Joaquin County <br /> Environmental Health Department(EHD)or other regulatory agency. <br /> OBSERVATION 2: <br /> IMG-0531. Etching Room.The facility uses a 25 gallon container of NuEtch E3(potassium hydroxide solution, pH <br /> 13.9)and a 25 gallon container of DeSmut NS3 (sulfuric and nitric acid mixture, pH<1)to etch airplane propellers. <br /> These solutions become spent within 4-6 months. Mike Belmont stated that the facility mixes the solutions to <br /> neutralize them and then discharges the liquid to the on-site septic system. <br /> A permit to operate this hazardous waste treatment system has not been issued by the San Joaquin County <br /> Environmental Health Department(EHD)or other regulatory agency. <br /> REGULATION GUIDANCE: <br /> California Health&Safety Code section 25201(a) Permitting of Facilities <br /> Title 22 California Code of Regulations section 66260.10 Definitions <br /> California Health&Safety Code section 25123.5 Definitions <br /> CORRECTIVE ACTION: Immediately cease treatment of hazardous waste until a permit is issued by the EHD, <br /> California Department of Toxics Substances Control or the United States Environmental Protection Agency. Store <br /> and dispose of the hazardous waste as specified in Title 22 California Code of Regulations until treatment permits <br /> are obtained. None of the regulatory agencies can issue treatment permits for the current processes.
