I INTRODUCTION <br />This Health and Safety Plan (HASP) has been prepared in conformance with the Stratus Environmental, Inc. <br />Environmental, Health and Safety (EHS) Program. It addresses activities associated with underground storage <br />tank (UST) sites and other sites with potential hydrocarbon contamination and will be implemented during site <br />investigations and related field work. Compliance with this HASP is required of all Stratus Environmental <br />personnel, subcontractors, and visitors who enter the site. The requirements and parameters identified in this <br />HASP will be subject to modification as warranted by existing site conditions or as work progresses. However, <br />no changes will be made without the prior approval of the Stratus Corporate Safety Manager. <br />1.1 Plan Purpose and Use <br />This health and safety plan is developed to assist Stratus site personnel in understanding and avoiding potential <br />health and safety hazards that may be present at UST sites. It was developed with the understanding that all <br />Stratus field personnel will have been medically cleared and have received 40 hours of training meeting the <br />requirements of 8 CCR §5192, and/or 8-hour supervisory or update training, as appropriate, prior to beginning <br />field work. It is not intended to be binding on other employers' employees who may be present at the site. <br />1.2 Personnel Responsibilities <br />1.2.1 Corporate Safety Manager <br />The Corporate Safety Manager (CSM) has overall responsibility for the development, implementation, and <br />management of the HASP and its conformance with the Stratus Corporate EHS Program. The CSM has the <br />authority to modify this HASP when site conditions change, correct unsafe site conditions, and stop work when <br />imminent dangers exist. <br />1.2.2 Site Responsible Personnel <br />The Site Responsible Person will be responsible for field implementation of this HASP. This will include <br />communicating the site-specific requirements to the project personnel, and assuring compliance with the <br />Corporate EHS Program. The Site Responsible Person will have controlling authority during an emergency. In <br />the event that this person is not available, the lead environmental technician or geologist will be in charge. <br />1.2.3 Subcontractor Personnel <br />In order to fulfill the requirements of the Cal-OSHA Hazard Communication Standard (8 CCR §5194), if a <br />subcontractor employed by STRATUS will be present on site, the project manager is required to provide the <br />subcontractor with a copy of this HASP prior to the start of the project.
