California Integrated -2-
Waste Management Board
Response:
The deficiencies cited have been corrected as shown on the
attached revised resolution adopted by our County Board of
Supervisors on September 25, 1990.
3. On page 4, in the third paragraph under Ground Water, you
state that G-1 is the up gradient ground water monitoring
well. You go on to say the background well, G-3, will be
tested for baseline water quality. Please address this
inconsistency.
Response:
The reference to G-3 as the background well is an error. The
background well is G-1. Plan holders will be notified of the
error.
4. On page 13, the first paragraph states that the permanent
drainage control facilities within the landfill will have
the capacity to carry peak flow from a 100-year occurrence
storm. The Waste Discharge Requirements, Discharge
Specification B.12 states:
"Precipitation and drainage control systems shall be
designed and constructed to accommodate the anticipated
volume of precipitation and peak flows from surface runoff
under 100-year, 24-hour precipitation events. "
Response:
The County Storm Drain Design Manual standards referred to in the
project RDSI, page 41, meet the WDR requirements for the site
drainage facilities. A Copy of the County Standards are enclosed
in support of this determination. Additionally, the 100-year
frequency curve is enclosed and is to be used instead of the 10
year curve.
5. On page 16, in the second paragraph, it is anticipated that
only two additional ground water monitoring wells will be
needed in the future to effectively monitor the facility.
This site will consist of approximately 185 acres of
landfilled area. These monitoring wells will monitor
modules 1 and 2. Once waste is placed in module 11,
monitoring well G-1 will no longer be a background well.
