E
3. The procedures for the removal of solids, blockage, and
erosion from the drainage collection system was not addressed
- Section 17778
Response: Additional statements addressing those concerns have
been added to the plan report postclosure maintenance section
on maintenance and monitoring. The cost for sediment removal
has already been included in the estimate for drainage
maintenance. Additionally, an item to inspect for sediment
build up and sediment control devices were be added to the
inspection section for the postclosure maintenance plan.
7. Run-off analysis for sheet and rill erosion was not proposed -
Section 17779.
Response: Run-off analysis has been added to the report as
Appendix E. A narrative was also be added to the report to
address postclosure maintenance impacts.
8. The details of the construction and operation of the leachate
control system have not been proposed. An evaluation of this
system cannot be made due to lack of information - Section
17781
Response: The planned Leachate Collection and Removal System
(LCRS) is further described as follows:
A. A composite liner design which consists of a minimum 6
inch thick scarified and recompacted soil layer overlain
by a 60 mil. HDPE liner.
B. The recompacted soil layer and HDPE liner would be
constructed under an approved CQA program.
C. The soil layer overlain by the HDPE would be specified
for recompaction to a permeability equal to or less than
.0001 cm/sec.
D. Approval for the use of a composite liner is contingent
upon the approval by the Regional Water Quality Control
Board of a quality assurance/ quality control (QA/QC)
plan for construction of a soil layer prior to
construction.
E. A dendritive network composed of 6 -inch diameter
perforated pipes installed in granular drainage material.
F A 10 -ounce per square yard geotextile surrounding the
granular drainage material.
G. A 1 -foot -thick soil operations layer over the liner and
dendritive network.
