E <br />3. The procedures for the removal of solids, blockage, and <br />erosion from the drainage collection system was not addressed <br />- Section 17778 <br />Response: Additional statements addressing those concerns have <br />been added to the plan report postclosure maintenance section <br />on maintenance and monitoring. The cost for sediment removal <br />has already been included in the estimate for drainage <br />maintenance. Additionally, an item to inspect for sediment <br />build up and sediment control devices were be added to the <br />inspection section for the postclosure maintenance plan. <br />7. Run-off analysis for sheet and rill erosion was not proposed - <br />Section 17779. <br />Response: Run-off analysis has been added to the report as <br />Appendix E. A narrative was also be added to the report to <br />address postclosure maintenance impacts. <br />8. The details of the construction and operation of the leachate <br />control system have not been proposed. An evaluation of this <br />system cannot be made due to lack of information - Section <br />17781 <br />Response: The planned Leachate Collection and Removal System <br />(LCRS) is further described as follows: <br />A. A composite liner design which consists of a minimum 6 <br />inch thick scarified and recompacted soil layer overlain <br />by a 60 mil. HDPE liner. <br />B. The recompacted soil layer and HDPE liner would be <br />constructed under an approved CQA program. <br />C. The soil layer overlain by the HDPE would be specified <br />for recompaction to a permeability equal to or less than <br />.0001 cm/sec. <br />D. Approval for the use of a composite liner is contingent <br />upon the approval by the Regional Water Quality Control <br />Board of a quality assurance/ quality control (QA/QC) <br />plan for construction of a soil layer prior to <br />construction. <br />E. A dendritive network composed of 6 -inch diameter <br />perforated pipes installed in granular drainage material. <br />F A 10 -ounce per square yard geotextile surrounding the <br />granular drainage material. <br />G. A 1 -foot -thick soil operations layer over the liner and <br />dendritive network. <br />
