H. Collected leachate will be disposed of off-site at a <br />Regional Wastewater Treatment plant. <br />The construction of the control system, as stated on page 27, <br />will be completed for each module prior to receiving waste <br />and, therefore is not considered an item of closure cost. <br />9. A letter from a sewage treatment plant allowing disposal of <br />leachate must be obtained - Section 17781. <br />Response: A letter has been included in the plan report as <br />Appendix D. The letter was described in the leachate control <br />sction of the plan. Since the cost quoted by the City of Lodi <br />is lower than the plan cost estimate, no adjustment in the <br />cost summary is necessary. <br />Postclosure Plan Elements <br />1. A statement is needed regarding the use, if any, for the <br />proposed "Open Area" during the postclosure period - Section <br />18264.3(2). <br />Response: No land use for the "Open Area" created by the <br />closed landfill is contemplated. A statement regarding open <br />space use has been added to the plan text. <br />Closure Cost Estimate <br />1. A proposal has been submitted for the use of a Geosynthetic <br />Membrane. No cost estimate was included - Section <br />18263 (b) (2) . <br />Response: The installation of a geosynthetic membrane as a <br />base liner is not an anticipated closure activity, and <br />therefore, there is no closure cost associated with it's <br />construction. The liner will be fully installed in each <br />module prior to acceptance of any waste. <br />2. No cost estimate for a gas control system was provided - <br />Section 18263 (b) (6) . <br />Response: The quoted section, 18263(b)6), states that the cost <br />to install a gas control system will be included in closure <br />cost estimates pursuant to provisions <br />isions of section 17783. <br />Section 17783(a) provides that gas will be controlled in <br />accordance with certain requirements. Section 17781.15, <br />Control, specifies that the monitoring program will indicate <br />where a gas control system be installed. <br />Since there are no residences within 1000 feet of the landfill <br />boundary, the County has no reason to believe that a gas <br />control system will be necessary upon closure.
