After physically inspecting our pool facilities, the following are some of the areas that I found do not meet
regulations or codes. I am not an expert such as Michael Orr. The Board declined to utilize his offered
inspection services. The result of that inaction is this letter:
Pool 1
1. Fence is cyclone with a mesh that has a 2 %" horizontal opening. Code requires a maximum of 1 %".
This was not cited since at least 2014, if ever. People have climbed over the fence.
2. Gate is no longer self-closing, and the door entry lock is not operational. The only locking mechanism
is a padlock. During last season gate did not automatically lock. Twice in February I found the padlock
unlocked and no one inside the fenced in area. Probably a worker forgot to lock it.
3. No buoy/rope separating the deep -end from shallow end.
4. Pool deck area and expansion boards are original from 1975. Boards are sticking up as much as 1"
with some deteriorated and rotten. Some deck areas have abrasive areas that could easily cause
scratches or abrasions. That can allow pathogens or microbes to impact a user.
5. Shallow end handrail is still loose.
6. Steel fence leading to restroom has rusted areas with one area having a sharp rusted piece sticking
out into the walkway.
7. Pool needs to be re -plastered. It has hairline cracks and blisters. Tile on steps and 4 W mark are slick
and not the slip -resistant type. Given the lack of a buoy system and the slick tile may have been a factor
in the near drowning last year.
8. No hot water heater installed for the restrooms.
9. No working water fountain.
10. Fill hose crosses deck from pool house to pool.
11. Equipment and operations room:
A. Electrical equipment, such as panels, breakers, appear to be original equipment from 1970's.
No markings on electrical equipment for identification or emergencies.
B. Chemical containers are not labeled, nor stored separately.
C. No directional flow markings.
D. No effluent gauge. Cited in 2015, 2016, 2018. No influent gauge on intake pipe.
E. No pool operation, safety, emergency instructions.
F. No GFCI breakers or outlets.
F. No working telephone.
G. No lifeguard certifications posted.
H. Required logs missing, including incident reports, daily testing logs, etc.
I. Inside equipment room is disorganized, dirty, trip hazards, gaps at bottom of walls to allow
vermin entry, first aid kit deficient, fire extinguisher deficient, etc.
J. Pool equipment such as filter, pump, and chemical area not separated from pool personnel
area.
K. No equipment operating instructions, repair records, contact numbers.
L. Broken conduit to booster pump motor.
12. Most signage does not meet requirements, including some that were written up previously. The
address used for the pools does not show an address that shows on maps.
13. Missing "NO DIVING" signage markers at shallow end. No horizontal depth markers on pool deck.
Pool 2
1. Entry gate is no longer self-closing. Area at bottom of entry gate area is rusted away with sharp edges.
2. No buoy/rope separating the deep -end from shallow end.
3. Water inside several of the underwater lights.
4. Water fountain not functional.
5. Pool lip tile broken with sharp edges at the deep end.
6. Entry handrails loose. Previously cited.
7.No emergency shut -down instructions.
8. No instructions for operating and maintenance procedures.
9. Several signs do not meet code.
10. No bathroom door designation.
3
