San Joaquin County Environmental Checklist
Impact Discussion
a. Fire and Police Protection: No impacts on emergency access services would
occur because no operational changes are proposed. The proposed project is not
expected to induce growth or the need for new facilities, and the incremental
demands on police and fire services that may be required over the life of the
landfill are considered negligible. Potential impacts on these services are
considered less than significant. No mitigation is required.
Schools,Parks, and Other Public Facilities: The proposed project would not
induce growth that would result in a substantial increase in the demand for schools,
parks,or other public facilities, nor would the project result in a substantial
increase in area traffic that would increase road maintenance needs. Potential
impacts on these services are considered less than significant. No mitigation is
required.
Solid Waste Disposal Services: The principal public service effect of the
increase in permitted landfill height and the resulting increase in landfill disposal
volume would be the extension of the time during which disposal services could
be provided at this site from 2036 to approximately 2048 without increasing the
landfill footprint into adjacent properties.
The principle service effect of increasing the permitted daily tonnage disposal
limit and incoming refuse vehicle counts would be to allow the NCRC&SL to
serve the increasing demand for solid waste disposal service by NCRC&SL
customers.
In 2004,average daily incoming trips totaled 311 trips/day and 591 trips/day on
peak days. Increase in tonnage stems from population growth in the landfill
service area. The County does not control the number of vehicles or tonnage that
comes to the landfill on a daily basis.Rather, the purpose of this project is to
respond to a growing need for waste disposal at the NCRC&SL.
Notice of Preparation for the June 2006
North County Recycling Center and Sanitary Landfill 2.68
Permit Revision Jas 06307.06
