San Joaquin County Environmental Checklist
Water Supply
The water supplied to the landfill operations is currently supplied via an onsite
water distribution system that includes wells, pipelines, fire hydrants, and overhead
filling stations for the facility's water trucks. The well used for potable water is
located south of the employee/maintenance building. Water from the well is
pumped through a chlorination subjection system located in the well pumphouse
(Kleinfelder 2005). In addition, water is available from the retention pond on the
east side of the landfill property. Because no new facilities or operational changes
are proposed,it is anticipated that the proposed project.would not substantially
increase water demands or use at the landfill facility from existing conditions.
Wastewater
The Central Valley Water Board is the agency that oversees compliance with water
quality laws and regulation(see Section VIII,Hydrology and Water Quality, for
more information). Permanent restrooms are located in the employee/maintenance
building and in the scale house(Kleinfelder 2005). The restrooms in the
employee/maintenance building are equipped with sinks,showers,and toilets,and
the restroom in the scale house is equipped with a sink. In addition, there are
several portable toilets located throughout the landfill facility for use by
employees, contractors, and the general public. The wastewater generated by the
permanent restrooms is disposed via an onsite septic system located near the
employee/maintenance building(Kleinfelder 2005). Because no new facilities are
proposed,it is anticipated that the proposed project would not result in a substantial
increase in the amount of domestic wastewater generated at the landfill facility as
compared to existing conditions.
Stormwater
As described in Chapter 1,Project Description, the landfill property has several
facilities intended to control stormwater runon and runoff. Runon to the site is
controlled by surrounding topography(the landfill is at a higher elevation than
the surrounding terrain). Runoff is controlled by a perimeter ditch and a series of
ditches within the landfill facility. Most runoff is directed to a retention pond on
the east side of the landfill property. Some runoff is directed into the wetlands
immediately north of the landfill facility. As part of daily operations during
times of surface water runoff,a berm is constructed at the down-gradient edge of
the active module to collect runoff from the module. During the year, the landfill
operators repair and regrade(if needed)the stormwater conveyance structures to
prevent ponding of water over refuse. Special care is taken during operations to
maintain a positive slope on fill areas to facilitate stormwater runoff.
Landfill operators establish vegetation and construct drainage berms or benches
on surfaces that will remain undisturbed for long periods and may be subject to
erosion. This helps direct stormwater away from refuse fill areas to the existing
Notice of Preparation for the June 2006
North County Recycling Center and Sanitary Landfill 2_73
Permit Revision J&S 06307.06
