Each year the county submits an Annual Stormwater <br /> Protection Report to the Central Valley RWQCB. <br /> Solid Waste <br /> The amount of solid waste generated by the typical daily operations of the <br /> landfill facility is relatively minor and is limited primarily to office and <br /> residential-type wastes generated by employees and administrative office <br /> operations. The solid waste generated by site operations is collected and <br /> disposed of at the landfill facility in a manner similar to methods used for mixed <br /> municipal waste that is transported to the NCRC&SL. Recycling is also <br /> conducted on the landfill facility as discussed in Chapter 1,Project Description. <br /> Impact Discussion <br /> a. As described in Section VIII,Hydrology and Water Quality,existing and post- <br /> project facilities control runon,runoff,and erosion. These facilities include a <br /> perimeter ditch surrounding the landfill,vegetation and drainage berms to direct <br /> stormwater,and an onsite retention pond for stormwater runoff. <br /> In addition to these stormwater control facilities,the landfill operator is required <br /> to comply with the requirements of the NCRC&SL's existing NPDES permit and <br /> must continue to do so under future operations. The landfill's stormwater <br /> sampling plan conforms to the requirements of its NPDES permit,and the <br /> landfill must submit an annual stormwater protection report to the Central Valley <br /> Water Board. Implementation of the existing drainage and erosion control and <br /> leachate control measures described in Chapter 1,Project Description,would <br /> ensure that the facility operations do not exceed wastewater treatment <br /> requirements of the Central Valley Water Board. Potential impacts are <br /> considered less than significant. No mitigation is necessary. <br /> b,c. Several facilities exist at the landfill property to control stormwater drainage. <br /> Runon to the site is controlled by surrounding topography(the landfill is at a <br /> higher elevation than the surrounding terrain). Runoff is controlled by a <br /> perimeter ditch and a series of ditches within the landfill facility. Most runoff is <br /> directed to a retention basin on the east side of the landfill property. Some runoff <br /> is directed into the wetlands located on the landfill property, immediately north <br /> of the active landfill facility. As part of daily operations during times of surface <br /> water runoff,a berm is constructed at the down-gradient edge of the active <br /> module to collect runoff from the module. During the year, landfill operators <br /> repair and regrade(if needed)the stormwater conveyance structures to prevent <br /> ponding of water over refuse.
