It was suspected to be sulfur but <br />never confirmed. <br />2) The load exhibited the "characteristic of ignitability" as defined below in the <br />following code section. Title 22 section 66261.21 - Characteristics of Hazardous Waste, <br />Characteristic of Ignitability (2)"it is not a liquid and is capable, under standard <br />temperature and pressure, of causing fire through friction, absorption of moisture or <br />spontaneous chemical changes and, when ignited, burns so vigorously and persistently that <br />it creates a hazard." <br />3) The site personnel did not follow the procedure outlined in the "Hazardous Waste <br />Exclusion Program" in the JTD. <br />4) The MSDS for sulfur categorizes it as a "flammable solid." When I saw the material on the tipping floor I <br />thought there may have been some sulfur dust in the load. I did not think this material <br />was a hazardous waste. <br />1 <br />
