Ll <br />D. C-1: CUMULATIVE — STORM WATER POLLUTION PREVENTION PLAN BY <br />CONTRACTORS <br />Contractors for projects at the North County Landfill will be required to prepare and implement a <br />Storm Water Pollution Prevention Plan (SWPPP) to gain coverage under, and comply with, the <br />requirements of the National Pollution Discharge Elimination System (NPDES) Construction <br />Activities General Storm Water Permit issued by the California State Water Resources Control <br />Board. <br />L .r. 1 <br />The SWPPP will specify Best Management Practices (BMPs) implemented to control runoff, <br />accelerated erosion, and sedimentation during project construction. The BMPs will be maintained <br />until all project structures and facilities have been installed and areas disturbed during <br />construction have been stabilized. <br />2. Implementation <br />This requirement will be contained in the contracts issued for bid. <br />3. Schedule <br />Contracts with this requirement will be issued as needed for the development of the landfill. The <br />next contract anticipated is for the construction of Module 5, possibly in 2010. <br />4. Verification <br />Local Enforcement Agency will receive a copy of the plans and specifications for new <br />construction, which will include these requirements, and will be given a copy of the SWPPP. <br />5. Reporting Requirements <br />Reporting requirements will be fulfilled by submittal of the SWPPP by the contractors to the <br />County. <br />E. C-2: CUMULATIVE TRAFFIC IMPACT NO. 1 (INTERSECTION AT JACK TONE ROAD <br />AND HARNEY LANE) <br />1. Conditions <br />Raising the limit on incoming refuse vehicles does not immediately impact local traffic, but will <br />allow landfill traffic to increase gradually as the need for the services provided at the facility, and <br />Mitigation Monitoring Plan 7 North County Recycling Center and Landfill <br />April 3, 2009 San Joaquin County Public Works/Solid Waste <br />
