This forms the basis for the <br />postclosure maintenance cost estimate in Section 3.4. <br />3.4 Postc%sure Maintenance Cost Estimates <br />Section 21840 requires postclosure cost estimates for hiring a third -party to maintain, monitor, <br />and inspect the closed landfill in accordance with the preliminary Postclosure Maintenance Plan <br />requirements. Section 21840(b) requires a lump sum estimate of the annual cost for postclosure <br />monitoring and maintenance in accordance with 21840(c) for the following: <br />• Site security pursuant to Section 21135 <br />• Maintenance and integrity of the final cover, including material acquisition, labor, <br />and placement for repair due to settlement or erosion <br />• Maintenance of vegetation, including fertilization, irrigation, and irrigation <br />maintenance <br />• Maintenance of the drainage and erosion control systems <br />• Monitoring and maintenance of the LFG migration monitoring and control system <br />• Monitoring and maintenance of the LFG emission monitoring and control system <br />Based on applicable elements in the cost template established by CIWMB, the estimated <br />postclosure cost of the 185 -acre landfill is $623,000 per year, or a total of approximately <br />$18.7 million for the 30 -year postclosure period (Table 3 and Appendix E). These costs are <br />based on third party County -contracted services. <br />3.5 Financial Responsibility for Closure and Postc%sure <br />The County is the owner and operator of the landfill and as such, retains the responsibility for <br />closure and postclosure activities. San Joaquin County submits, on a yearly basis, a letter to the <br />regulatory agencies that includes current dollars in its Closure/Postclosure Fund. The most <br />recent letter was submitted in September 2007.
