Section 21840(b) requires a lump sum estimate of the annual cost for postclosure
monitoring and maintenance in accordance with 21840(c) for the following:
• Site security pursuant to Section 21135
• Maintenance and integrity of the final cover, including material acquisition, labor,
and placement for repair due to settlement or erosion
• Maintenance of vegetation, including fertilization, irrigation, and irrigation
maintenance
• Maintenance of the drainage and erosion control systems
• Monitoring and maintenance of the LFG migration monitoring and control system
• Monitoring and maintenance of the LFG emission monitoring and control system
Based on applicable elements in the cost template established by CIWMB, the estimated
postclosure cost of the 185 -acre landfill is $623,000 per year, or a total of approximately
$18.7 million for the 30 -year postclosure period (Table 3 and Appendix E). These costs are
based on third party County -contracted services.
3.5 Financial Responsibility for Closure and Postc%sure
The County is the owner and operator of the landfill and as such, retains the responsibility for
closure and postclosure activities. San Joaquin County submits, on a yearly basis, a letter to the
regulatory agencies that includes current dollars in its Closure/Postclosure Fund. The most
recent letter was submitted in September 2007. At that time, the County had approximately
$1.6 million in the North County Landfill Enterprise Closure Fund (Appendix F).
The County will propose a pledge of future revenue as the financial assurance mechanism for
postclosure costs.
PCMP for NCRCSL 3-6 Department of Public Works/Solid Waste
OdSan Joaquin CountyINCRCSL 17780401PCPMPIFinal ReportIPCPMP D R6.Doc County of San Joaquin - Rev. 02, July 10, 2009
