This information will help the Emergency Coordinator to assess the magnitude and potential <br />seriousness of the spill or release. If the accident tis determined to lie within the company's <br />emergency response capabilities, the Emergency Coordinator will contact and deploy the necessary <br />in -plant personnel. If the accident is beyond plant capabilities, the Emergency Coordinator will <br />contact the appropriate agencies. A list of agencies and phone numbers can be found in Table 2. <br />The initial response to any emergency will be to protect human health and safety, and then the <br />environment. Identification, containment, treatment and disposal assessment will be the secondary <br />response. <br />In the event of a leak or spill in the Chlorine in the MBR facility container storage area, the <br />containment areas is where the truck discharges is designed to hold the entire contents of the truck <br />could possibly carry. The containment around the tanks is designed to hold one of the two tanks. <br />Immediately after the spill is detected, facility personnel will be summoned to remove any standing <br />liquids. During chemical off-load of the truck the contractor was well as the VWNA operator will be <br />present and the spill will be immediately address. <br />if for some reason a chemical spill is not contained within the hazardous waste storage areas, an <br />area of isolation will be established around the spill. The area of isolation can be easily identified. <br />When any spill occurs, only those persons involved in overseeing or performing emergency <br />operations will be allowed within the designate hazard area. If possible, the areas will be roped or <br />otherwise blocked off. <br />If the spill results in the formation of a toxic vapor cloud (by reaction with surrounding materials or <br />by outbreak of fire) and its release (due to high vapor pressures under ambient conditions), further <br />evacuation will be enforced. <br />In the event of a release of toxic material going off site, the Emergency Coordinator will notify, as <br />necessary, the appropriate agencies listed in Table 2, <br />If the Emergency Coordinator believes the spill is a reportable quantity as determined by the <br />Superfund Act, the Emergency Coordinator will contact appropriate operating and environmental <br />management of USFilter. The list of key VWNA EHS&S personnel can be found in the most current <br />VWNA telephone directory. <br />A decision should be made at this time as to whether it is necessary to contact the National <br />Response Center at (800) 424-8802. If a reportable quantity is determined to be involved, the <br />following information must be provided by telephone: <br />o Name/identify of substance release <br />o If it is an EHS or not <br />o Estimated quantity released <br />o Time and duration of the release <br />o Medium receiving the release <br />o known or anticipated health risks, medical advice for exposed individuals <br />o Proper precautions to take as a result of release <br />o Name and phone number of person to be contacted for further information <br />9 <br />
