Complaint Investigation Summary Report*5105
COMPLAINT ID: COWPTSQMU Site Location: 10749 W WOODBRIDGE RD
Activity Summary
Activity Date Recorded by
03/27/2021 9:52 AM Called CDFW Spill desk 916-826-1110 and left spill information and my MURO
contact info.
10:01 AM Discussed storm drain question on how to address with Lead Senior
Stacy Rivera.
Called Chris Feathers (Patriot) 530-228-2040 to discuss his question on how EHD
wants him to address the impacted storm water drains. Let him know we do not
advise on any particular method. However, the spilled material is a regulated
chemical under the HMBP program. When the material exceeds the proper
amount, it is not absorbed resulting in contamination in the water runoff. Upon
completion of cleanup, they will need to show all areas impacted areas were
cleaned adequately. Impacted storm water drains, surrounding soil, water, and
associated piping will need to be addressed. The method used should ensure that
no contamination will be left behind.
03/28/2021 7:09 PM Received call from Raul Lomeli (CDFW Lodi area Warden) MURO
209-649-7666. Raul confirmed he had spoken to Trevor Carlson on Friday, the
day of incident. Raul has not gone out to the spill location, but was aware the
spilled material had impacted the storm water drains (he referred to them as
'french drains'). He was not concerned as there is plenty of water on the island and
fertilizer normally goes on land.
03/29/2021 Reviewed Cal OES spill report 21-1636 update, received by the EHD on 3/26/2021 FLORIDO
at 6:58pm. The update states the following: "NRC report received: The material
has impacted several storm drains and soil at the facility, exact cause is unknown
and imitated [typo?, possibly "emanated"]from a 6,000 gallon Poly Storage Tank
that completely emptied."
5105.rpt Page 3 of 7
