§ 2.0 PAST, PRESENT AND PROPOSED FUTURE USES OF THE SITE
§ 2.1 In an effort to determine past uses of the subject property, Premium Aerial Photo Research
pictures were obtained from ERS and are found in Appendix C. Years with significant
changes to the property were 2014, 2008, 2006, 2004, 2003, 1967 and 1954. Each photo is
indeterminable; however, the 2006 photo illustrates an outbuilding or a large vehicle near
the center of the property. The 2004 photo indicates an apparent structure in the northeast
corner (NEC) of the property. The 2003 photo illustrates the referenced River of Life Full
Gospel Fellowship Church with apparent cars parked on the west side of the building. The
1967 photo indicates either a large building or clean soil surface appearing white in the
center and NEC of the property. In 1930 the property appeared to be farmed, or open
space.
§ 3.0 IDENTIFICATION OF ALL PAST AND CURRENT SOURCES OF
CONTAMINATION
§ 3.1 Discussion of the methods used to research and investigate the potential or known above-
ground and/or below ground sources of contamination at the site include the following:
The first informational gathering source was direct observation and photographs of the
entire property, with observations referenced in the Conclusion Section of this report.
Since there is no cropland nearby, nitrogen fertilization is extremely unlikely to have
contributed nitrogen to the underlying aquifer(s). However, historical, relatively high
density septic systems and contemporary lawn fertilization with nitrogen has been shown
to contribute nitrogen to groundwater.
No future agricultural activities will occur on the property that may contribute potential
environmental concerns. Activity on nearby properties is inconclusive. The property has
not been under recent conventional cultivation; therefore, no pesticides, herbicides, and/or
fertilizers have been applied.
The second source of environmental information was the referenced documents from
Environmental Record Search (ERS). These documents reveal environmental information
obtained directly from listed public sources. The data indicates no environmental threat to
the subject property as indicated on Page 1 and Page 13, under "Potential Areas of
Concern/Contamination Summary." There is a very slight radon potential of a 16.6%
chance of exceeding the USEPA maximum "acceptable" level of radon at 4 pCi/L.
The third informational source is the GeoTracker Site List from the State Water Resources
Control Board for underground storage tanks (USTs), leaking underground fuel tanks
(LUFTs), pipeline spills, and other contaminated sites. The Site List reveals Don's Buggy
Shop was a contaminated site with a Leaking Underground Storage Tank (LUST). The
Status of this site is now "Completed - Case Closed" as illustrated on the GeoTracker
document found in Appendix B.
Page -4-
Chesney Consulting
