§ 4.0 EVALUATION OF PAST AND CURRENT SOURCES OF <br />CONTAMINATION IDENTIFIED AT OR NEAR THE SITE AND <br />RECOMMENDATIONS FOR FURTHER ACTION <br />§ 4.1 Evaluation of each potential and/or known source of contamination identified in the above <br />Sections have been discussed in the respective Sections to facilitate the transfer of <br />information to the reader. <br />§ 5.0 CONCLUSIONS AND RECOMMENDATIONS <br />§ 5.1 The subject property contains garbage/trash, as noted in the photographic plates. This <br />includes mattresses, an electrical pole, a canvas umbrella, wood, paper, and concrete <br />pieces. None of these materials can be considered hazardous. No hazardous materials <br />were observed, nor was there soil staining or stressed vegetation that may be indicators of <br />hazardous materials. <br />Evaluation of each point -source potential contamination described (i.e., the referenced <br />discarded materials, the electrical transformer, air plumes) and non -point sources (i.e., <br />possible nitrate in the underlying groundwater) pose an infinitesimal risk to the, subject <br />property and to human health. Historical septic system density at one time could be <br />considered dense; however, now the area is served by Municipal Stockton sewer and Cal <br />Water Services. <br />It is assumed there will be the need for soil importation to backfill the soil depressions and <br />raise building pads. This imported soil must have assurance that it is clean and the proper <br />compaction procedures implemented. <br />It is virtually impossible that any of the referenced ERS point -source sites could affect <br />groundwater, soil or air over and under the property. There are no observable <br />aboveground storage tanks nor underground tank appurtenances on the property. <br />Therefore, it may be considered almost impossible that any tanks in this locale may affect <br />the property because of the distances involved. <br />The ASTM E-1527-05 Document referenced on Page 2 refers to de minimus <br />environmental conditions. De minimus conditions generally do not present a material risk <br />to public health or to the environment and generally would not include an enforcement <br />action if observed by the appropriate governmental agencies. The referenced <br />discards/garbage/trash can be considered de minimus conditions. <br />Section 9-905.12 of San Joaquin County Development Title states "Corrective Action: If <br />the report indicates there are surface and subsurface contamination, corrective action shall <br />be recommended in the report and concurred with by Environmental Health prior to the <br />issuance of the building permit." It is my professional opinion that no corrective action is <br />required regarding the subject property, other than the proper disposal of the garbage and <br />trash referenced. <br />Page -6- <br />Chesney Consulting <br />
