Trigger <br />points are tied to projected residential development or othar polnts of deuelapmertl as <br />appropriate and are intended to serve as a fleadble planning tool that will accommodate <br />unpredicted changes in the future. Monitoring is tied to such faakars as current LOS, <br />review of planned improvements, anti participation of Cal Trans. <br />Plan Description <br />The MHCSO Transportation Improvement Fee and the Sart Joaqulr� County Tra flC Impact <br />MKJSg itlon Fee have already Identffied the major Improvements, costs and fair share <br />obligatlons for 0 major transportation fad ities far SPI l_ As a supplement to these adopted <br />programs, the MHCSP has performed an additional traffic study as part of SPI I which <br />confirms the adequacy c f these improvement programs mild funding rnechanisrns.
