MOUNTAIN HOUSE SPECIFIC PLAN II <br />Mountaln House Transportatlan Improvement Fee Ordinance and Technical <br />Report Dated March 99, 2000, the applicable provisions of the Master <br />Acquisition and Reimbursement Agreement between the MHCSD and <br />Ts §og4 C mmurrhlgs, "Ib& Master Develouet, and Section 3.8.12 of the <br />Master Plan Dave lopmentAgrEement between San Joaquin County and <br />THRIar4 C4rfaMUFfi vttte Master Developer. <br />9,d COUNTY ARTERIALS <br />Master plan Summary <br />The Master Plan requires Mountain House to adequately plan for and assign fair shire <br />responsibility to all County Arterials that may be significantly impacted by the community. <br />Courity Arterials addressed by the Master Plan Include all non -freeway roadways external <br />to the community plus those Arterials that carry County and Mountain House traffic directly <br />through the community. Specifically, these include Byron Road, Mountain House <br />Parkway, and Grant Lin® Road, Also included are roads Imated within Alameda and <br />Contra Costa Counties and the City of Tracy, <br />It is assumed that - <br />Designated improvements to County roadways are In6Rnded to maintain LOS C during <br />peak periods on all roads except &tate facilities, which may operate at LOS P. and <br />Courcy road segments which funotlen as Mountain House Gateways. <br />Mountain House Getaway road segments include Grant Line goad from the County <br />line to Mountain House Parkway; Mountain House Parkway fratn Byron Road to 1-205; <br />and Byron Road from the County line to Wlcklund Road. <br />IWtn the community is determined by the County to be the primary new traffic contributor, <br />the community will be responsible for initiating trWci studies and improvements cansisterf <br />with Master Plan Table 9_2r County Arterial Road Improvements. Improvements will be <br />subject to the provisions of the County's offset mitigation program and cast relmbursemerd <br />program. <br />Each Specific Plan and accompanying environmental review will assess the trensportsrian <br />impacts of Mountain House development on other Counties and cfties. <br />Plan VescriptSon <br />The MHCSD Transportation Improvement Fee and the Sara JoagWn County Traffic Impact <br />Mrtlgation Fee have already identified the major improvements, casts and fair share <br />obligations for all major transportation facilities for SPIT. As a supplernentto these adopted <br />programs, the MHCS0 has performed an additional traffic sludy as part of SPil which <br />confirms ll7e adequacy of these improvement programs and funding mechanisms, The <br />MHC5I] Tref v Study further cc ifirmed which components of the community buikkout <br />system are likely to be completed as part of the implementation of SPII, as depicted on <br />Figure 9.1, <br />As part cf implementing projects contained within Sell. the MHCSD will perform detal led <br />traffic studies to identify the specifiv Improvements and related phasing of SPII roadways <br />which may be necessary to support such implementing projects.
