SanJoaquin County <br />Project Description <br />Gibson, Inc. 2021]. The domestic water demand of the proposed amendments is within the capacity <br />of the planned water storage for the Mountain House Master Plan (Appendix C, Carlson,13arbee & <br />Gibson, Inc. 2021). <br />2.4.6.3 Water Storage <br />Water storage requirements are based upon three factors: emergency storage C75 percent of <br />MDWD], operational storage C30 percent of MDWD], and fire flow storage. Fire flow storage is bas ed <br />upon fire flaw rates and duration for the most demanding land use. In Mountain House, the most <br />demanding fire flaw land use is Industrial (I f L) and, as a result, the project would not have an <br />Impact on fire flow storage. The combined requirement of emergency and operational storage <br />equates to 105 percent of the MDVVD (Carlson, Barbee & Gibson, Inc. 2021). The water storage <br />demand of the proposed amendments is within the capacity of the planned water storage for the <br />Mountain House Master Plan [Appendix C, Carlson. Barbee & Gibson, Inc, 2021]. <br />2.4.6.4 Wastewater <br />MHCSD provides wastewater collection, treatment and disposal to the Mountain House community <br />and would provide those services to the project Wastewater generation is based upon land use and <br />generation rates established by the MHCSD. While existing rates are currently published in the <br />MHCSD Standards and Specifications, it should he noted that the MHCSD is currently working to <br />update the Sanitary Sewer Master Plan and generation rates [Carlson, Barbee & Gibson. Inc. 2021]. <br />The wastewater demand of the proposed amendments is within the capacity of the planned water <br />storage for the Mountain House Master Plan [Appendix lv Carlson Barbee & Gibson Inc. 2021]. <br />2.4.6.5 Storm drainage <br />Storm drainage improvements would remain relatively unchanged with the project compared to <br />plans for storm drainage in the Master Plan and Specific Plan 11. In accordance with the MHCSD's <br />Storm Water Master Plan Update, and subject to additional detailed investigation and engineering, <br />the applicant would construct two water storage and water quality lakes within N eighborhoods K <br />and L to intercept treat, and store nuisance and flood flows that originate in Neighborhoods H,1, J, K, <br />and L, per the MHCSD Storm Water Master Plan Update. Thes e lakes would store water year-round <br />for aesthetic and recreational purposes and would be connected to Mountain House Creek via <br />overflow weirs during large storm events. <br />2.4.7 Project Construction <br />The proposed construction methods are considered conceptual and subjectto review and approval <br />by the Community Development Department and MHCSD. Far the purposes of this environmental <br />document the analysis considers the following construction plan. <br />2.4.7.1 Construction Schedule and Phasing <br />The project would consist of sequential construction phases Cgrading and site improvements] for <br />each neighborhood and the Town Center [see Table 2-1]. Construction ofthe residential units in <br />Neighborhood H is expected to start in 2024. The expected completion date for Neighborhood H is <br />the spring of 2024. Per Mountain House Community Services District requirements, construction <br />hours would be between 7:00 a.m. to 6:00 p.m. Monday through Friday.
