(3) POTENTIALLY SIGNIFICANT IMPACT: FRENCH CAMP ROAD -AIRPORT WAY INTERSECTION By the year 2010, the French Camp Road -Airport Way unsignalvaed intersection will operate at an LOS 'D' during the mid-day peak hour with this project, resufting in a significant avoidable impact This future service level is unchanged as a result of the project, Findings - Changes or afteraYions have been required in, or incorporated into, the project which avoid or substantially lessen the significant environmental effect as identifi ed in the Final EIR. Statement of Fact: The impact will be reduced by the following: The project proponent shall widen shoulders, limit minor street/driveway access, and provide left tum lanes at major intersections; or Widen critical roadway segmerus to four travel lanes. (4) POTENTIALLY SIGNIFICANT IMPACT: TRAFFIC CONGESTION AT ENTRANCE TO FACILITY Existing Lovelace Road is a Waal road with two 12 -toot -wide lanes and minimal shoulders. During peak hours (especially during late morning hours on weekends), the volume of traffic is such that vehicles waiting to enter the facility create a stacking lane that extends onto Lovelace Road. This condition will be somewhat alleviated by the expansion project (two public entry lanes and greater stacking depth). Traffic congestion in the project area is also increased by the turning movements for arriving and departing vehicles. Finding: Changes or'aRerations have been required in, or incorporated into, the project which avoid or substantially lessen the signficant ernironmental effect as identified in the Final EIR. The mitigation measure is listed below. Statement of Fact: The impact will be reduced by the following: The project proponent shall reconstruct that portion of Lovelace Road along the project frontage so that a two-way left -tum lane (center tum lane) can be added.
