Bethany Road as proposed. The <br /> conditional use permit states the project will be built in two Phases with a 3,000 sq ft dwelling, a 12,000 <br /> sq ft. temple building, and a 12,000 sq ft. assembly hall at full build out. The size of this proposed <br /> development will have a significant negative impact on the surrounding farms and residents.The <br /> following mitigation measures are needed to address our concerns: <br /> Traffic issues: <br /> W. Bethany Road and the access roads of Lammers and Naglee are not adequate to handle the <br /> increased traffic from this development. This facility is proposed to be open until 9pm, 7 days/week, 365 <br /> days/year with up to 1,000 attendees daily. According to the CHP, there have been 13 accidents on <br /> Naglee Road,and 11 on Bethany Road in the last 2 years.These rural,two lane country roads, with <br /> irrigation ditches on one or both sides were never meant to handle the amount of traffic we are now <br /> seeing, and this development will only make it worse.All of these mitigation measures and studies <br /> should be paid for by the developer and completed before Phase 1 to mitigate the negative impact on <br /> surrounding properties. <br /> • The size of the buildings (total 17,400 sq ft.)and number of attendees (490) in the Willdan <br /> Engineering Final Traffic Impact Study do not match what has been proposed on the conditional use <br /> permit. A full Engineering and Traffic Survey should be required to adequately analyze the traffic <br /> impact to W. Bethany, Lammers and Naglee Roads. <br /> • The traffic study was done on a Thursday, from 7-9am and 4-6pm.The E&TS should be for the full 24 <br /> hour period. <br /> • W. Bethany Road will need to be widened to create a center turn lane into the proposed <br /> development. <br /> • Speed limits on all access roads should be reduced to no more than 35 mph. <br /> • The intersection at Naglee and Bethany is already inadequate to handle the existing traffic and will <br /> need to be widened to create a left turn lane and relocation of the irrigation ditches on either side. <br /> • This site is not accessible by public transportation. There are no sidewalks or bike lanes that allow <br /> safe pedestrian or bicycle access.The roads are narrow and there are no shoulders to pull over.Any <br /> backup would prevent Emergency vehicles from accessing residential homes or responding to traffic <br /> accidents. <br /> • Double yellow lines will be needed to prevent passing and allow residents to access their properties <br /> without the risk of accidents. <br /> • W.
