Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> project site instead travelled to locations offering similar services (i.e., hospital and medical office <br /> building). <br /> Using the methods described immediately above, the Project is estimated to result in 51,587 gross VMT <br /> per day and 34,182 net VMT per day. As noted in Chapter 3.0 Project Description, an estimated 600 <br /> employees would work at the proposed Project site. As a result, the Project is expected to result in 85.98 <br /> gross VMT per Service Population ( 51,587 - 600 = 85.98) and 56.97 net VMT per Service Population <br /> (34,182 _ 600 = 56.97). <br /> The VMT per Service Population for both the gross and net values are relatively large because of <br /> differences in how VMT is estimated and how service population is defined. The differences primarily <br /> involve how project-related customer travel is applied. Customer travel is included in the VMT estimate. <br /> That is, travel by customers to and from the Project is included in the VMT estimate. Conversely, <br /> customers are not included as part of the project "service population."The Envision Stockton 2040 <br /> General Plan Update and Utility Master Plan Supplements Draft EIR (City of Stockton 2018c) defines <br /> service population as the "sum of population and employment." Customers are not considered population <br /> (i.e., residents) at the Project site, and are not employed at the Project site. Because customers are <br /> included in the VMT estimate, but not the service population, the ratio of VMT per Service Population is <br /> relatively large. <br /> The estimate of gross VMT is larger than net VMT. In this draft EIR, the conservatively larger gross VMT <br /> value is used to identify the significance of the project-related impact. The lower net VMT value is <br /> presented for information and disclosure. <br /> Because the project-related 85.98 VMT per Service Population is greater than 20.54 VMT per Service <br /> Population, the proposed project is considered to have a significant impact on VMT. The impact of the <br /> proposed Project on VMT could be reduced by implementing recommended Mitigation Measures 4.19-1f <br /> and 4.19-2a through 2c. However, because of the magnitude of difference between Project-related VMT <br /> per Service Population and the VMT per Service Population significance threshold, implementation of <br /> these mitigation measures would not reduce this impact to a less-than-significant level, and this impact is <br /> considered significant and unavoidable. <br /> Mitigation Measures <br /> Implement Mitigation Measure 4.19-1f. Provide a Designated On-Site Public Transit Facility presented <br /> above. <br /> In addition, the following ridesharing measures shall be implemented. The recommended measures are <br /> adapted from the California Air Pollution Control Officers Association (CAPCOA) document Quantifying <br /> Greenhouse Gas Mitigation Measures (CAPCOA 2010). Ridesharing measures are intended to increase <br /> vehicle occupancy(i.e., the number of people in each vehicle) which results in fewer cars driving the same <br /> number of person trips, and thus decreases project-related VMT. <br /> Transportation 4.19-41 October 2021 <br />
