2-1 <br />2.0 COMPOST PROCESSING SITE DESIGN, MONITORING, AND SITE IMPROVEMENTS <br />It the c ompostlng site is to be located on a closed Iandfil6 adequate steps must be taken to <br />avoid adverse impact to the e/osed landfill, incll:lding co.cer mateda/s, monitoring systems, <br />and aAj' other control systems. A description ot a# impacts and all mitigation measures <br />must be inc!l:lded in this section. <br />Composting operations will not occur on an existing or closed landfill; however, the Compost <br />Facility wil l beis located on an area permitted for future WMUs. All composting operations <br />will cease in this area when Forward begins development of the WMUs in this area. <br />2.1 Com posting Site Design <br />The design of the Com p ost Facility is discussed in the following sections. <br />This s ect ion describes the design plans required lor all operational aspects of the facllity. <br />The schematic drawings should reflect the facility layout and general dimensions of aI/ <br />processes util/ced in the pfOduetion of composting, ine!l:lding but not limited to, unloading, <br />storage, pl:Ocessing, parking, and loading areas in accordance with 14 CCR, 8eetion <br />18227(e). In addition to the design plans, a desen'ption should be plm'/ded which f&rther <br />descFibes t he operations. <br />2.1.1 Site Plan <br />A Site Plan should be ineluded to show distances to and location of hydrants/outlets for <br />water inteRded for (I/e control and moisture lor compost piles/Windrows, equipment <br />washdown or supplj'. The site plan should del/neate t he legal property limits of the site for <br />which clear title is held by the applicant and/of any parcels leased. The site plan must be <br />aceuratelj'drawn to seale and identify adjacent land uses, StfUc t uros (buildings, water wells, <br />sewage disposal systems, leach l/-nos, power and telephone lines, eaAD/s, etc.) and <br />easements on site and within 1 ,000 feet althe site boundaries. <br />,Identity on the site plan the specific limits of the existing and planned composting area(sJ~ <br />sho wing relationships to property boundary //-nes and distances to the nearest structures. <br />In 1973, when the Use Permit fo r the site was approved, the zon ing des ignation for the a rea <br />was Exclus iYe Agr icultu re (EA 10). The EA 10 zoning des ignation allO\'/ed landfi ll <br />development subje ct to a Use Permit. The San Joaqu in County General Plan (San Joaquin <br />County Planning Department, 1976 and 1992) (General Plan) deSignat ion for the landfill is <br />GA (Genera l Agrieu ltural) and the zoning is AG 40 (General Agricu lture, 40 acro m inimum lot <br />s ize) (figure 3), which a lso a ll ows lan dfil l de '/elopment as a conditionally permi tted use. The <br />landfil l (Inc l uding the RRF ) is designated as a Public Ut il ity/So lid "'.taste Disposa l Fac ili ty and <br />is Gonsis t ent with the Genera l Plan and t he zoning ordinances adopted pursuant to the <br />Genera l Plan. The landfill (inelud i ng the RRF) is considered a major impaet facility and is <br />operated conditionally in the AG 40 zone under the Use Pe rm it. <br />Structures with i n 1,000 Feet of Site Boundaries <br />Onsite. This section describes the ancillary facilities for the site as a whole, inclusive of the <br />Forward Landfill, RRF and Compost Facility.
