1-4 <br />Fork of South Little john's Creek . in the southeast corner of the Compost Facility/RRF area . <br />and has a capacity of 500 gpm. The third well is located along the northern bounda ry of the <br />former Austin Road Landfill. This well was installed in 1972 and has a production of <br />approximately 60 gpm. The fact that groundwater flow near the existing Forward Landfill is <br />not modified by pumping from this well suggests that it is screened in a confined unit below <br />the uppermost groundwater units that are monitored at the site. One domestic well is <br />located along the eastern bounda ry of the site . j ust south of the entrance to the Composting <br />Facility/RRF. The locations of the wells located in the Compost Facility/RRF area is shown <br />on Figure 2. <br />On -site water uses include site construction and waste disposal o perations. RRF and <br />compost operations , dust control. compaction . irrigation, equipment maintenance <br />o perations . sanita ry facilities . firefighting , and emergency situations . Bottled water is <br />provided for drinking.!" 2 ,000 gpm well at the landfill entrance faci li ty, a 1 ,000 gpm well for <br />fire and dust control at the rear of the RRF, and a 20 gpm for domestic use IOGated in the <br />front of the facility. <br />Offsite. s~tructures within 1,000 feet of the site boundaries are shown in Figure 3. +we <br />residences are located approx i mately 1 ,800 and 2 ,200 feet from the northeastern corner of <br />the site. A third residence is approx i mate ly 900 feet east of the s ite a long the southern <br />banl~ of the South F or l ~. As shown in Figure 3 . there is one residence located near the site <br />(within approximatel y a half mile or less ). The residence at 9690 Austin Road is <br />approximately 500 feet from the landfill . on the east side of Austin Road across from the <br />landfill's ma i n entrance. This dwelling is currently rented by Forward and kept vacant. In <br />addition . three residences . with surrounding ancillary structures . are located on the east <br />side of Austin Road . approximately one mile north of the main landfill entrance. Two <br />additional residences . with surrounding ancilla ry structures . are located east of Austin Road . <br />south of the landfill. <br />1.2.3 Surrounding Land Use <br />An existing Site Plan is shown in Figure 1 . Pursuant to the San Joaquin County 2010 <br />General Plan . the land use designation for the RRF and landfill site is A/G <br />(General/Agriculture ) and the zoning is AG-40 (Genera l/Agricultural. 40-acre minimum lot <br />size ) as shown on Figure 3~. The San Joaquin County Development Title specifies that <br />Ma jor Impact Services are allowed in AG-40 zone classification areas sub ject to a Use <br />Permit. Ma jor Impact Services . which include sanita ry landfills . are defined as land intensive <br />activities that must be located awa y from residences or concentrations of people due to the <br />nature of the operation's impacts. Since the RRF is situated on landfill property. it is <br />considered a major impact facility and is operated conditionall y in the AG -40 zone . The <br />existing Forward Landfill is operated under the San Joaquin County Land Use Permit (UP-OO- <br />Y) granted in 2003. Property to the east, west and south of the landfill is ClOned A/G and <br />property to the north is zoned Public /Institutional. Immediatel y north of the 33.23-acre RRF <br />is the Forward Landfill and the approximate 184-acre buffer area of the landfill lies to the <br />immediate west of the RRF. The land to the east and south is used for agriculture. <br />In 1973, when the original Use Perm it for the site 'l4'as approved, the loning des ignation for <br />the area was Exc l usive Agriou lture (e:J', 10).
