1-5 <br />and emergency situations. The land uses within one mile of the property boundary areffi <br />shown in Figure 3. The State of California operates the Northern California Youth <br />Correctional Center, a criminal detention facility. is located on Newcastle Road . <br />approximately 1 .900 feet north of the Forward Landfillabout one mi le north of the Forward <br />stte (Figures ~.1 and 3). East of the correctional center is the recently constructed California <br />Health Care Facility (CHCF)' The Stockton Metropolitan Airport is located approximately one <br />mile west of the existing Forward Landfill. The Burlington Northern and Santa Fe Intermodal <br />Facility. a 470-acre train /truck cargo transfer and storage facility, is located approximately <br />one mile northeast of the landfill site. along the railroad main lines. A vacant women's <br />correctional facility is also located north of the faci lity's property and other uses for it are <br />currently under considerat ion by the State. <br />Since the land surrounding the Compost Facility is primarily agricultural and the olosest <br />residence is set bac l ~ more than 300 feet, there should not be any significant odor impacts <br />to the surrounding areas. Based on logs of ',,'ells in the project area , groundwater generally <br />occurs about 60 to 70 feet below the natural ground surfaoe. Groundwater leve ls f l uctuate <br />about 6 feet per year due to the distinct wet and dry seasons of the San Joaquin Valley. <br />Composting operations wi ll not beareffi not conducted over any portion of the Forward <br />Landfill existing waste fill. However, the composting facility will be is located on an area <br />permitted for future WMUs. <br />1.3 Quantity of Materials to be Accepted <br />Describe the natlire and quantity of materials to be accepted. Nonwaste building materials, <br />such as stfB~I", haj~ dce hulls, ero., need not be reported here. #owe~«}r, the facilities and <br />procedures used in the storage and handling of these materials must be described under <br />the materials hand/ingportion of tlTis ReSl. <br />The Compost Facility wm-handle ~ any decomposable organic material including, but not <br />limited to, green material, green material mixed with food waste, food waste (including <br />garbage as defined in 14 CCR, Section 17225.30), food processing residue, sewage sludge . <br />biosolids, mixed solid waste, manure, mixed paper, ash, grit/grease (animal based), holding <br />tank pumpings, cannery rinse water. and agricultural wastes . as defined in . Green material, <br />food process ing residue, food waste, sewage sl udge, mixed solid waste and manure are as <br />defined in Title 14 (Chapter 3.1, Article 1, Section 17852) of the California Code of <br />Regulations (CCR)~~ Compost may be marketed off-site as a product or utilized on -site as a <br />soil amendment with prior notification to the LEA. <br />• Green Material means "any plant material that is separated at the point of <br />generation, contains no greater than 1.0 percent of physical contaminants by weight, <br />and meets the requirements of Section 17868.5. Green material includes, but is not <br />limited to, yard trimmings, untreated wood wastes, natural fiber products, and <br />construction and demolition wood waste. Green material does not include food <br />material, biosolids, mixed solid waste, material processed from commingled <br />collection, wood containing lead-based paint or wood preservative , mixed <br />construction or mixed demolition debris." <br />• Food Material means "any material that was acquired for animal or human <br />consumption is separated from the municipal solid waste stream , and that does not <br />meet the definition of "agricultural material."
