3-14 <br /> <br />Forward Resource Recovery Facility SWT Engineering <br /> Transfer/Processing Report - July 2014 <br />z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\tpr 2014\text\sec3.doc <br /> <br />3.3.6 Fire Fighting Equipment (14 CCR, Section 17415.2) <br />In accordance with 14 CCR, Section 17415.2 fire suppression equipment is continuously <br />available at the RRF. Forward has a number of site and personal safety procedures in place <br />as detailed in the Contingency Plan which is included in the site’s Health and Safety Plan <br />(Appendix D). The following equipment and systems have been installed at the site to prevent <br />and control accidental ignition of combustible materials at the RRF: <br />♦ Fire extinguishers - inspected monthly and recharged as needed. <br />♦ Annual fire inspections by the Manteca-Lathrop Fire Department. <br />♦ Two water trucks are available. <br />♦ Emergency fire hose hook-up in the southeast corner of the landfill, north of the South <br />Fork and a fire hose hook-up in the northeast corner of the site for the Fire Department. <br />♦ Knoxbox outside the landfill main entrance with keys to the main gate, landfill office, <br />and RRF office. <br />Regular maintenance, inspection, and housekeeping procedures are conducted. Emergency <br />equipment operating instructions, escape routes, emergency response, and evacuation <br />procedures are identified in the Contingency Plan. <br />The RRF equipment and vehicles are maintained to prevent fires by frequently removing debris <br />and dust from undercarriages and engine compartments and checking for, and repairing, oil <br />and fuel leaks. Portable fire extinguishers are provided on all heavy equipment vehicles, in <br />office trailers, at the landfill, and an on board fire suppression system is provided on front line <br />equipment. Personnel are trained to perform fire suppression activities using appropriate site <br />equipment, stockpiled soil cover, and when necessary, a water truck. Water storage facilities <br />consist of a 500 gpm pump that feeds a 10,000-gallon pressurized tank. Lines from the tank <br />lead to various locations at the site. <br />3.3.7 Lighting (14 CCR, Section 17416.2) <br />In accordance with 14 CCR, Section 17416.2, lighting is available at the RRF for operations. <br />PG&E provides the primary electric service to the site. Electric power is provided to the office <br />trailers and on site pumping facilities. There is also night/security lighting at the landfill and <br />RRF entrances and on the RRF building. The landfill has a portable trailer-mounted generator, <br />in case of an emergency or night lighting. In addition, the landfill uses portable lights for <br />operations after dark (i.e. in the winter) which could also be utilized for other activities.
