In the event that on-site personnel
and firefighting equipment cannon suppress a fire, then the local Fire Department is called
for assistance by dialing “911”. Any incidents of fore and/or a burning load will be noted in
the Special Occurrences Log. Bottled water is provided for drinking. Water for site operations
is supplied by on-site wells: a 500-gpm production well, which is located at the southeast
corner of the RRF and a production well (2-inch line) along the RRF property eastern boundary
(see Figure 2). The RRF has a 10,000-gallon pressurized water tank. Portable toilets and
hand washing facilities are also located at the RRF.
3.3.9 Sanitary Facilities (14 CCR, Section 17409.2)
In accordance with 14 CCR, Section 17409.2, sanitary facilities are available for station
personnel and the public at the RRF. Portable toilets are provided and are serviced twice a
week. Hand washing facilities are located in (or near) each portable toilet. The sanitary
facilities are inspected and maintained on a routine basis and are kept in a reasonably clean
and adequately supplied condition in accordance with 14 CCR, Section 17409.2.
3.3.10 Visual Screening (14 CCR, Section 17419.1)
In accordance with 14 CCR, Section 17419.1, the RRF was designed and is operated to
provide an attractive and aesthetically acceptable appearance. The RRF is not open to the
public. The southern and eastern (Austin Road) sides of the RRF have a 5-foot high earthen
berm to limit the site visibility from the road. In addition, the eastern side of the site (Austin
Road) and the landfill entrance area have been landscaped with trees and brush. Operations
are conducted to minimize the effects of material handling (i.e., litter mitigation onto the
surrounding lands). Maintenance of the site is conducted in a timely manner to further reduce
potentially unacceptable aesthetics.
3.4 Record Keeping (14 CCR, Section 17414)
In accordance with 14 CCR, Section 17414, all records are maintained at either the RRF or
the on-site landfill office for a period of at least three years. In addition, the operator will
notify the LEA by telephone within 24 hours of all incidents requiring the implementation of
emergency procedures in accordance with 14 CCR, Section 17414(d).
3.4.1 Weight and Volume Records (14 CCR, Section 17414(a))
In accordance with 14 CCR, Section 17414(a), Forward records incoming weights and
outgoing salvage or residual weights from/to the landfill and RRF daily.
