Foothill Sanitary Landfill <br />Page 2 <br />G <br />The Report of Disposal Site Information (RDSI) is outdated. The <br />following areas that require update are: <br />1. The old RDSI (undated) stated that "the operational hours <br />are from 8:00 a.m. to 5:00 p.m. except Mondays, January 1, <br />July 4, Labor Day, Thanksgiving and Christmas day". The <br />current operational hours at the site are from 7:30 a.m. to <br />4:30 p.m. daily. <br />2. Resume of management needs to be updated. The current <br />owner of the landfill is Waste Management Inc. <br />3. This site is accepting infectious waste. This should be <br />addressed in the RDSI and the permit. <br />NOTE: To keep the information contained in the RDSI current, the <br />operator is required to file amendments to the report whenever <br />necessary. Such amendments or lack thereof may become the basis <br />for changes in the permit or for revocation of the permit. <br />Section 17682 - Cover <br />I observed tires that were not covered located on the eastern <br />corner of the working face. All waste must be covered at the end <br />of the operating day (CCR 17225.17) to prevent propagation of <br />flies, rodents or other vectors, to control landfill fires and to <br />prevent the creation of nuisances. <br />Section 17711 - Litter Control <br />Due to the weather conditions on the day of my inspection (gusty <br />winds), substantial amounts of litter were scattered away from the <br />active face. I observed three workers picking up litter, but they <br />were not able to accomplish this by the end of the operating day <br />due to the magnitude of litter blown by the wind. A litter fence <br />placed around the active face may be helpful in correcting this <br />problem. <br />Section 17751 - Periodic Site Review <br />The required periodic site review was due September 19, 1988.
