LI
Foothill Sanitary Landfill
Page 3
n
the date of issuance of permit, at least once each five years, the
owner or operator shall cause a registered civil engineer to review
the site design, implementation and operation plan to determine if
any revisions are necessary and to estimate the remaining site
life.
NOTE: According to Mark Urquhart (Associate Civil Engineer), he
is currently preparing the five year engineering review and it
should be out shortly.
Lois) V, IJ R NIV115_00
The following standards were found to be in compliance with the
State Minimum Standards or not applicable to the facility:
Section 17626 - Design Resp2nsibility
This standard applies to new facilities only. This is not a new
facility.
Section 17627 - Ultimate Use
As indicated in the RDSI, the use of the site after termination is
expected to be irrigated pasture or grazing land.
Section 17628 - General Design Parameters
This site's design pre-exists the implementation of this standard.
Section 17629 - Public Health Design Parameters
I saw no evidence of the design failing to meet the criteria listed
in Section 17629.
Section 17636 - Weight/Volume Records
The weight/volume records are kept at the County Department of
Public Works office. I reviewed the records. Volume estimates of
incoming waste are recorded at the gate house by vehicle load.
Records and copies of receipts are then submitted to the county
office and tabulated on a weekly basis from which a daily volume
average is determined. According to Mr. Tom Horton (Solid Waste
Manager), they are currently accepting an average of 400 tons per
day based on 517 lbs. per cubic yard. This site is permitted to
accept 700 tons per day. Mr. Horton further stated that 93 percent
of the waste comes from Lovelace Transfer Station and seven percent
r'
Waste Manag Rent Specialist
