(Register 96, No. 2—t-12. 3) <br />ENVIRONMENTAL HEALTH 4 GM <br />(P. 1900.91) <br />Infectious Waste Treatment, Storage and Disposal Facility Require- <br />(a) Any person who operates a'facihty for the treatment, storage or disposal <br />of more than 140 kilograms per month of infectious waste shall have a vabd and <br />appropriate Hazardous Waste Facili Permit issued by the Departmen <br />ge,nt t�aHH to Facility't shall not be required f oro ration <br />a.-�. -.... . ,,., . -. s .,as in any of the followin categgnesunless also uhliz for the <br />__j M. <br />treatment, storage or disposal of ha.zar ous waste other than infectious waste: <br />(1) A waste facility that has been designated as a Class II -1 or II -2 landfill <br />sal site pursuant to Section 2511, Title 23, CAC. <br />A cremato„�un or cemetery, provided that hazardous waste other than <br />ectious waste consisting of recognizable human or animal anatomical re- <br />mains, tissues or pathological specimens are not disposed of at the faci.l.ity. <br />(3) A wastewater treatment facility. <br />(4) An incinerator, steam sterilizer or autoclave located on site of an infec- <br />tious waste producer processing only infectious waste produced on site and <br />operated according to procedures specified in Section of this article. <br />(b) The operator of any facility used for the treatment, storage or disposal <br />of infectious waste not in a category specified in part (2), (3) or (4) of subsec- <br />tion a) above shall have and shall adhere to an operation plan for the handling <br />and disposal of infectious waste approved in writing by the Department; except <br />that the operation plan for a facility ' <br />Pe P ty in a category specified in part (1 of <br />subsection (a) above may be approved in writing by the local health officer <br />instead of the Department. The operation plan shall include the following <br />g <br />(1 A method of receiving wastes which ensures that infectious wastes are <br />handled separately from other wastes until treatment or disposal is accom- <br />plished and which prevents unauthorized persons from having access to or <br />contact with the waste. <br />(2) A method of unloading and processing of infectious wastes which limits <br />handling the number of persons the wastes and minimizes the possibility of <br />exposure of employees and the public using or visiting the facility to infectious <br />waste. <br />(3) K6.sposal is by burial at a landfill disposal facility, a method for immedi- <br />ate buriaof the infectious waste in the disposal containers with adequate cover <br />material of soil or other solid waste prior to compaction to ensure that equip- <br />ment or persons are not contaminated by infectious waste by subsequent com- <br />paction and covering operations. <br />(4) If treatment or disposal is by a method other than landfill burial, a <br />method of operation that provides for and ensures that the infectious waste will <br />be rendered noninfectious within four days of receipt at the facility. <br />(5) A method to ensure that, in landfill disposal, landfill cells or trenches <br />containing infectious waste are covered with a minimum six-inch depth of <br />compacted soil at the end of the working day. <br />(6) A method of decontaminating emptied reusable infectious waste con- <br />tainers, transport vehicles or facility equipment which are known or believed <br />to be contaminated with infectious waste by the use of procedures as described <br />in Section (k) of this article. <br />(7) The provision and required use of clean gloves and coveralls, along with <br />other protective clothing, face masks or respirators to provide protection of <br />employees against exposure to infectious waste. Soiled protective gear shall be <br />disposed of at the facility or decontaminated. <br />
