STATE OF CAUIFORNIA GEORGE DEUKMEJIAN,Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGION S
3443 ROUTIER ROAD y/
SACRAMENTO,CA 95827-3088 ' 1:
Mr. Jonathan K. Tucks OCT 6 1989
Woodward-Clyde Consultants
500 12th Street, Suite 100 ENVIRONMENTAL HEALTH
Oakland, CA 94607-3248 PERMITISE VICES
DISPOSAL OF TREATED SOIL AT FOOTHILL SANITARY LANDFILL, SAN JOAQUIN COUNTY
We have reviewed the request for approval to dispose of treated soils at Foothill
Landfill. Included in this request are designated waste calculations which are
intended to show that the treated soils are not a threat to water quality. The
maximum allowable concentration for lead was listed as 0.05 mg/1 . This is the
present Primary Maximum Contaminant Level (MCL). EPA, though, has proposed to
lower the Primary MCL for lead to 0.005 mg/1, If this proposed MCL is
substituted into the Soluble Designated Level (SDL) calculation, the SDL will
equal 0.05 mg/l. This is less than your detection limit for soluble lead found
in the sample of treated soils (<O.1 mg/1). Your calculations assume a 100 fold
attenuation factor. However, in reviewing the geologic data for the Foothill
Landfill , we feel that for lead and copper, an attenuation factor of 1000 would
be acceptable. Therefore, with your concurrence on an increased attenuation
factor, the SDL for lead would equal 0.5 mg/1 , which is greater than the
concentration found in the treated soils (<O.1 mg/1).
Based on the above, the disposal of the treated soils at the Foothill Landfill
is approved. However, one of our main concerns is how representative the samples
of soils sent to the treatment facilities were with respect to the rest of the
soils to be treated and disposed of at Foothill Landfill . Therefore, this
approval is contingent upon the implementation of a field sampling program, as
described in your letter to me, dated 25 September 1989. The results of the
field sampling must confirm the constituent concentrations of the treated soils
and treatment-efficiencies.
If you have any questions ease call me at (916) ?61-5737.
E Kam 'TUCKER
. a5te Discharge to Land Unit
JKT/mm
cc: Ms. Lorna Kirby, Department of Health Services, Toxic Substances Control
Division, Sacramento
Mr'_ Toni Horton, San Joaquin County, Department of Public Yorks, Stockton
r.
