Included in this request are designated waste calculations which are <br /> intended to show that the treated soils are not a threat to water quality. The <br /> maximum allowable concentration for lead was listed as 0.05 mg/1 . This is the <br /> present Primary Maximum Contaminant Level (MCL). EPA, though, has proposed to <br /> lower the Primary MCL for lead to 0.005 mg/1, If this proposed MCL is <br /> substituted into the Soluble Designated Level (SDL) calculation, the SDL will <br /> equal 0.05 mg/l. This is less than your detection limit for soluble lead found <br /> in the sample of treated soils (<O.1 mg/1). Your calculations assume a 100 fold <br /> attenuation factor. However, in reviewing the geologic data for the Foothill <br /> Landfill , we feel that for lead and copper, an attenuation factor of 1000 would <br /> be acceptable. Therefore, with your concurrence on an increased attenuation <br /> factor, the SDL for lead would equal 0.5 mg/1 , which is greater than the <br /> concentration found in the treated soils (<O.1 mg/1). <br /> Based on the above, the disposal of the treated soils at the Foothill Landfill <br /> is approved. However, one of our main concerns is how representative the samples <br /> of soils sent to the treatment facilities were with respect to the rest of the <br /> soils to be treated and disposed of at Foothill Landfill . Therefore, this <br /> approval is contingent upon the implementation of a field sampling program, as <br /> described in your letter to me, dated 25 September 1989.
