Tract 36.01, which contains the proposed subdivision, <br />there are now 1091 housing units. Of these units, <br />3.7% or 40 are designated as substandard. Sixty-four <br />more units are capable of rehabilitation. Other <br />renters and home owners needing assistance total 179. <br />Housing in city fringe areas bordering metropolitan <br />areas occupies two extremes of housing type. Either <br />they are valued over $35,000 or less than $15,000 <br />(personal communication with Tom Walker, Research and <br />Development Section of County Planning). <br />It is important to recognize that the Council of <br />Governments' housing and population projections for <br />San Joaquin County suggest an increased population <br />(in Census Tract 36.01 Traffic Zone 7) from 238 to <br />356; a change of 118 people during the planning period <br />to 1995 (C.O.G. Housing and Population Projections for <br />San Joaquin County: 31). The average number of persons <br />per household is about 3, but the 1970 census for <br />Census Tract 36.01 showed about 2.4 persons per house- <br />hold. This difference is largely due to the number <br />of mobilehomes in the area and is higher for single- <br />family dwellings of permanent nature. <br />The Open Space/Conservation Element: <br />Relevant policies from the Open Space/Conservation <br />Element are: Designation of this property as "Rural <br />Residential." <br />Policies for Soil and Agricultural Land (OS/C:12): <br />1. Agriculture will be encouraged where soils of <br />high quality are found, water is or will be avail- <br />able, and adequate drainage can be maintained. <br />2. Agriculture and agriculturally -oriented activities <br />will be protected from development practices that <br />erode their economic viability. <br />3. Further fragmentation of viable agricultural land <br />outside of areas designated for urban expansion will <br />be permitted only in areas designated for rural resi- <br />dential development. <br />4. The County will guide future urban development <br />toward vacant or underused land within existing <br />urbanized areas and direct necessary urban expansion <br />toward the less agriculturally productive lands. <br />S. Protective zoning for agricultural lands will be <br />enforced by prohibiting scattered residential, commer- <br />cial, industrial or other uses unless they are <br />directly related to the needs of the agricultural <br />community. <br />-lc�- <br />
