6. The County will continue to implement the land <br />conservation program by encouraging the establish- <br />ment of contracts within agricultural preserves in <br />accordance with the provisions of the Land Con- <br />servation Act of 1965, as amended, and the Rules <br />and Procedures adopted by the Board of Supervisors. <br />Discussion: <br />_ Policy one suggests that the property owner be <br />encouraged to continue farming; however while <br />producing, soils are not of the highest quality <br />and the owner desires to subdivide. <br />Policy two would be more pertinent were it true <br />that surrounding properties were intensively <br />farmed, but they are not. <br />Policy three is stipulating as a policy exactly <br />what the developer is proposing: Fragmentation <br />(subdividing) of an area designated for rural <br />residential development. <br />- Policy four is consistent with this proposal <br />because surrounding lands have become suburban <br />in their uses and because the south portion of <br />the land is high in alkali and has always been <br />unproductive. <br />- Policy five does not apply to this property <br />because the property is surrounded by existing <br />residential development and the General Plan <br />designates the property as Residential, Suburban <br />Density. <br />- Policy six does not apply because the property is <br />zoned and parcelled in such a way as to make the <br />establishment of 100 acre preserves inconsistent <br />with present existing uses. The current designation <br />of "Residential Suburban Density" on the Land Use <br />Element and "Rural Residential" on the Conservation <br />Element more appropriately designate this land. <br />Policies for Water Resources: <br />1. No urban or rural residential development shall be <br />permitted in areas of substantial ground water <br />recharge, and all urban development will be guided <br />toward areas where there is slightor no recharge. <br />2. All existing and future water quality standards <br />will be followed and further investigations of the <br />effects of water contaminants will be supported. <br />3. A coordinated and integrated approach will be <br />taken towards solving all water supply and demand <br />problems. <br />-11- <br />
