4. The obtainment of additional water supplies should <br />not adversely affect the fisheries of the County <br />or result in the destruction of wildlife habitat. <br />S. Growth -inducing potentials will be considered in <br />all proposals for additional water supplies and <br />treatment facilities. <br />6. Consideration will be given to multi -use possi- <br />bilities in all future water projects, combining <br />storage or transport of water with recreational <br />use. <br />7. Studies to correct adverse water flows in the <br />Delta will be supported. <br />8. Wastewater reclamation programs will be encouraged <br />and supported. <br />Discussion (Water Resources Policies OS/C:18): <br />- in relation to the first policy, the development <br />proposed is not in an area of substantial recharge. <br />- The second policy dealing with water quality is <br />automatically administered by the San Joaquin Local <br />Health District and the Resources Agency of the <br />State of California Water Quality Control Board, <br />Central Valley Region. <br />- The third policy is important because the subdivision <br />plans to obtain water from wells. There is a ground <br />water overdraft in the Stockton Area and there are <br />no plans to pipe water to this area (conversation <br />with Stockton East Water District personnel 12/10/74). <br />- The fourth policy is not applicable to this develop- <br />ment. <br />- The fifth policy concerning growth potential is <br />interesting. Residential uses would require more <br />wells, but use less water than agricultural uses. <br />However, the impact of growth potential upon water <br />resources is difficult to assess because it is not <br />known whether this development will encourage more <br />such housing. One indicator is that 43 homes in <br />this area fulfill the growth potential to 1995. <br />Another point to be made is that not all vacant <br />land in the area, which could be developed for <br />housing, is irrigated as agricultural land. <br />- The sixth and seventh policies are not relevant <br />to this. <br />- The eighth policy regarding waste water reclamation <br />is partly fulfilled by on-site percolation of <br />sewage and drainage waste waters. <br />-12- <br />
